Appointment of Vice Chair

    To seek nominations for the Vice Chair of the Pennines Township Committee for the Municipal Year 2017/18.

    Minutes:

    Decision: That Councillor Paolucci-Escobar be appointed Vice Chair of the Pennines Township Committee for the Municipal Year 2017/18.

     

    Reason for decision: It is a function of the Pennines Township Committee to appoint the Vice Chair.

Declarations of Interest

    Members are required to declare any disclosable pecuniary, personal or personal and prejudicial interests they may have and the nature of those interests relating to items on this agenda and/or indicate if S106 of the Local Government Finance Act 1992 applies to them.   

    Minutes:

    Councillors Kelly and Emsley declared a pecuniary interest in an application for funding from Milnrow Band within agenda item 10 and left the room during consideration of this item.

    To approve as a correct record, the minutes of the last meeting of the Pennines Township Committee held on 21st March 2017.

    Minutes:

    Decision: That the minutes of the meeting of the Pennines Township Committee held on 21st March 2017 be approved and signed as a correct record.

Open Forum (6.15-6.45pm)

    Half an hour has been set aside for members of the public to raise any issues relevant to the business of the Committee and the Township.

    Minutes:

    Mrs Janet Carley raised concerns around the scale, visual impact, lighting arrangements and noise generated by the current extension to the JD Sports distribution centre at Kingsway Business Park.

     

    Councillor Butterworth informed the Township Committee that he had contacted Planning Officers on behalf of Mrs Carley and would contact her to discuss the matter further when he had received a response.  Councillor Butterworth undertook to keep Members of the Township Committee informed of any developments in relation to this matter.

Pennines Township Delegation Arrangements and Appointments 2017/18 pdf icon PDF 101 KB

    The Township Committee will be requested to confirm its delegation arrangements and appointments for 2017/18.

    Minutes:

    The Township Committee considered a report of the Acting Director of Resources which sought determination of the delegated decision making arrangements for the 2017/18 Municipal Year and appointment of Members to agreed roles including the Chairs, Vice Chairs and substitute members; and the appointment to other Township Bodies and outside bodies.

     

    Alternatives considered:

    The Committee could choose not to appoint to Sub-Committees and undertake all delegated functions themselves, but that this may have a detrimental impact on the ability to progress Township priorities or deal with urgent items of business.

     

    Decision:

    That (1) the Sub-Committee structure of the Pennines Township Committee, comprising the Pennines Township Delegated and Funding Sub- Committee and its terms of reference be confirmed;

    (2) That all Members of the Township Committee be appointed to the Pennines Township Delegated and Funding Sub- Committee;

    (3) The relevant Ward Members be appointed to attend their respective Ward Forums within the Milnrow and Newhey, Littleborough Lakeside and Wardle and West Littleborough Wards.

    (4) That the following Members be appointed to the Regeneration & Facilities Service Group and Highways & Environmental Management Service Group

    a)    Highways and Environment - Councillors Hussain, Emsley (Chair), Blundell, Butterworth, Clegg, Davidson, Dearnley, Hartley, Kelly, Mir, Paolucci, and Stott;

    b)    Regeneration and Facilities - Councillors Butterworth (Chair), Blundell, Clegg, Davidson, Dearnley, Emsley, Hartley, Hussain, Kelly,  Mir, Paolucci and Stott;

    (5) That Councillors Butterworth, Davidson, Kelly and Stott be appointed to the Ellenroad Trust Limited;

    (6) That Councillor Hartley be appointed to the Moorend Development Trust;

    (7) That Councillor Stott be appointed as the Township Older Persons Champion;

    (8) That Councillor Stott be appointed as the Township Highways Champion.

    The Township Committee will be requested provide funding to various bodies who have submitted applications.

    The Township Committee considered a report of Director of Neighbourhoods requesting determination of applications for funding that had been submitted by and on behalf of individuals and groups towards costs of local projects.

     

    Pennines Township Funds are allocated to various projects and schemes that would benefit the Township’s community and environment, and help to realise the Township’s priorities. The report also enabled the Committee to monitor and review the use of the Pennines Township Funds to ensure continued efficient and effective use of these Funds.

     

    Alternatives considered:

    The Committee were asked to support or decline proposed schemes within the submitted report.

     

    The Township Committee received representations from applicants who addressed Members in relation to their applications..

     

    Decision:

    (1) That the expenditure, commitments and balances of Pennines Township Revenue and Capital Funds as detailed in Appendices 1 and 2 of the submitted report be noted;

    (2) The decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

    (3) The Friends of My Backyard Scheme, as detailed in Appendix 3 of the submitted report, be continued and the terms of reference be reviewed for approval by the Chair and Vice Chair;

    (4) That the Township & Communities, in consultation with the Chair and Vice Chair of the Sub-Committee, be given delegated authority to make appropriate decisions on any deferred projects;

    (5) The funds historically approved for projects as detailed in Appendix 4 of the submitted report be de-committed an reallocated;

    (6) Applications for assistance from the Pennines Township Revenue and Capital Funds, as detailed in Appendix 5 of the submitted report, be determined as follows:
