    Councillor Holly declared a personal and prejudicial interest in agenda item 16 – Lease of football pitches – as he was a longstanding and active member of the Football Club referred to in the report, and he left the room during consideration of this item.

Greater Manchester Police Update

    Minutes:

    Inspector Fern updated the Township Committee on activities and initiatives that were currently being pursued and prioritised by Greater Manchester Police in the Rochdale Township Division and particular reference was made to burglaries, anti-social behaviour and the policing of community events.

     

    In response to comments made about burglaries and how they were being addressed, Inspector Fern informed the Committee that Greater Manchester Police aimed to respond to reported incidents within two hours.

     

    Members were pleased to note that the Police were looking at the issue of community events.

     

    The Chair requested that in future detailed statistical reports giving Members a breakdown of crimes committed in each Ward and how figures were collated in relation to the perception of crime information, be presented.

     

    DECIDED – That the Greater Manchester Police update be noted.

    Minutes:

    Further to minute 90 of the Committee’s meeting held 5th March 2014, a Member reported he had sought assurances as to the safety of Mereside House and that he had subsequently received confirmation of the building’s suitability for use.

     

    Further to minute 91(b) and a request for a report on TBA Turner Brothers, the Township Manager informed the Committee a report would be brought to the next scheduled meeting of the Committee, on 16th July 2014.

     

    DECIDED – That the minutes of the meeting held on 5th March 2014, be approved as a correct record.

    The Township Committee considered a report of the Deputy Chief Executive which requested that the Committee confirms its delegated decision making arrangements for the 2014/2015 Municipal Year.

    DECIDED – That (1) the Sub-Committee structure of the Rochdale Township Committee, comprising the Rochdale Township Action and Resources Committee (Delegated Sub-Committee) and the Rochdale Township Planning Sub-Committee be confirmed;

    (2) the terms of reference of the Rochdale Township Action and Resources Committee (Delegated Sub-Committee), attached as an appendix to the submitted report be noted;

    (3) the delegation arrangements to the Rochdale Township Planning Sub-Committee, as contained within the Development Control Scheme, be noted.

    Minutes:

    The Township Committee considered a report of the Deputy Chief Executive which requested that the Committee make appointments for the 2014/2015 Municipal Year, to the appropriate Township Sub-Committees including their Chairs, Vice Chairs and substitute members; the appointment of “lead” opposition spokespersons; and the appointment to various Working Groups and Other Bodies.

     

    The appointment of Sub-Committees is required to enable the undertaking of delegated functions and the Council’s Constitution requires the Township Committee to appoint Chairs and Vice Chairs of Sub-Committees.

Disposal of Land on High Street, Rochdale pdf icon PDF 492 KB

    Minutes:

    The Director of Economy and Environment presented a report that sought approval for the disposal of land at the site of the former Salvation Army Hostel, Providence House, High Street, Rochdale.

     

    The report recommended that the Council sell the land of the former Salvation Army Hostel on High Street, Rochdale by way of a long - leasehold interest to the RSPCA who currently occupy the adjacent site to enable the RSPCA to develop a Regional Administrative Centre and Cattery. In considering the report members sought clarification as to what work had been undertaken in consideration of the alternative options for the site. Members of the Committee considered further potential uses for the site, including that of residential development and the desirability of considering this option in advance of others.

     

    Alternatives considered within the submitted report included use as a car park and sale on the open market.

     

    DECIDED - That (1) the site be first marketed for residential purposes and it be established that there is no viable residential interest in the site;

    (2) In the event that the marketing of the site were to attract alternative residential interest the matter of the sale of the land be brought back to the Township Committee for further consideration;

    (3) In the event there is no viable residential interest in the site, the Council sells the land of the former Salvation Army Hostel on High Street, Rochdale by way of a long – leasehold interest to the RSPCA;

    (4) no sale of the land to the RSPCA shall take place until such time as a planning application has been submitted and granted by the Council for the uses of the land proposed by the RSPCA.

    Minutes:

    The Township Committee considered a report of the Director of children’s Services that sought nominations to School Governing Body vacancies at schools in the Rochdale Township.

               

    DECIDED – That (1) no appointment be made to the governing body vacancy at Brimrod Community Primary School;

    (2) no appointment be made to the governing body vacancy at Broadfield Community Primary School;

    (3) no appointment be made to the governing body vacancy at Brownhill School;

    (4) Mrs. A. M. Williams be appointed to the governing body at Castleton Primary School;

    (5) Mrs. G. Foster, Ms. A. Coric and Mr. H. Choudhury be appointed to the governing body at Falinge Park High School;

    (6) Councillor Heakin be appointed to the governing body at Healy Primary School;

    (7) Councillor Nickson be appointed to the governing body at Holy Family RC Primary School;

18.

Lease of football pitches

Minutes:

The Committee considered the report of the Director of Economy and Environment Services which sought approval for the disposal of the Sandy Brow sports pitches to Rochdale St. Clements Football Club.

 

Alternatives considered: these were detailed at paragraph 4 of the submitted report.

 

DECIDED – That the proposals as detailed in 2.1 and 2.2 of the submitted report, be approved.
