Objections to Traffic Order - Rochdale Road East, Heywood pdf icon PDF 740 KB

    Members are asked to consider a report on Objections to Traffic Order - Rochdale Road East, Heywood.

    Minutes:

    The Committee considered a report of the Director of Neighbourhoods advising of objections received to a proposed Traffic Regulation Order - On proposed extensions of existing No Waiting at Any Time restrictions on the north side of Rochdale Road East (A58) and to introduce waiting restrictions on the south side of Rochdale Road East at its junction with Harefield Drive. It was noted that the order had been advertised and four objections were received.

     

    In considering the report, the Committee received representations from an objector to the proposed traffic order and the implications it would have. The Head of Highways reminded that Township that the Council had a statutory duty to ensure that its highways operated safely and efficiently, for all traffic including pedestrians.

     

    Members discussed the proposed order and shared residents’ concerns that this order would only compound parking issues in the area and create issues elsewhere. Members noted however the health and safety implications involved.

     

    RESOLVED

     

    That until options come forward that can satisfy both residents parking and safety concerns, the decision be suspended and revisited.

Objections to Traffic Regulation Order - Rochdale Lane and Brierley Street, Heywood pdf icon PDF 2 MB

    Members are asked to consider a report on Objections to Traffic Regulation Order - Rochdale Lane and Brierley Street, Heywood.

    Minutes:

    The Committee considered a report of the Director of Neighbourhoods advising of objections received to a proposed Traffic Regulation Order – based on a request from Heywood Township for the Council to investigate the introduction of parking restrictions on Rochdale Lane and Brierley Street in Heywood. It was reported that indiscriminate parking occurred in this location which impacted primarily on goods vehicle movements.

     

     It was noted that a scheme was advertised and during the consultation period the Council received 82 letters of objection to the proposal plus a petition signed by 548 people.

     

    In considering the report, the Committee received representations from an objector to the proposed traffic order and the implications it would have. The resident submitted an alternative to the proposed order that was shared with the Township and Officers.

     

     Members discussed the proposed order and requested that Highways consult with the resident about the alternative proposal and a report on this be brought to a future meeting.

     

    RESOLVED

     

    That Highways consult with objectors about the alternative proposal and a report on this be brought to a future meeting.

17.

speeding on Bury Old Road Heywood

    For Members to receive a report on speeding on Bury Old Road Heywood.

    Minutes:

    A Member of the public raised a concern about speeding on Bury Old Road, which was excessive and drivers driving in an unsafe manor.

     

    The Committee shared the residents concern and endorsed the request for a measures to deter speeding. A Police representative to the Township, stated that the Police did take action when possible and more targeted days of action could be undertaken.

     

    The Committee further asked what powers/options did it have at its disposal for Bury Old Road and requested the Council’s Highways department report back to a future meeting of the Township with a range of options.

     

    RESOLVED

     

     

    1)    That the township endorse a number of days of targeted action by the Police on Bury Old Road, including the use of mobile speed cameras.

     

    2)    That for the Townships next meeting a range of physical options and costs be present to Members on appropriate measures to tackle speeding on Bury Old Road.

    Members received copies of a report from the Townships Older Persons Champion, on the work she had been undertaking whilst in the role.
