Declarations of Interest

    Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Creation of dry store to the first floor at the west facing elevation at the Blue Ball Inn, 539 Edenfield Road, Rochdale

    Minutes:

    The Director for Economy & Environment introduced submitted planning application 14/00149 for a creation of dry store to the first floor at the west facing elevation at the Blue Ball Inn, 539 Edenfield Road, Rochdale.

     

    The Planning Officer detailed that Members had visited the site prior to the meeting.

     

    The Sub-Committee considered the views of Mr Cormick of Edenfield Road, who addressed the Sub-Committee objecting to the application.

     

                DECIDED – That planning permission be refused on grounds that the proposal is overbearing and the impact on the loss of light.

Proposed installation of a Multi-Use Games Area with a 3m high perimeter fence including associated floodlighting and landscaping works at Falinge Park High School, Falinge Road, Rochdale

    Minutes:

    The Director for Economy & Environment introduced submitted planning application 14/00180 for a proposed installation of a Multi-Use Games Area with a 3m high perimeter fence including associated floodlighting and landscaping works at Falinge Park High School, Falinge Road, Rochdale.

     

    The Planning Officer detailed that Members had visited the site prior to the meeting.

     

    The Sub-Committee considered the views of Mr Esmond who addressed the Sub-Committee objecting to the application.

     

    The Sub-Committee considered the views of a representative from Falinge Park High School who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee considered the views of Ward Councillor Shefali Ahmed who addressed the Sub-Committee in relation to the application.

     

    In considering the application Members discussed amending the conditions relating to opening hours of the facility and the potential to erect an acoustic fence. 

     

                DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report and additionally that the floodlights hereby permitted on the Multi Use Games Area shall be switched off, by means of an automatic timer switch, by 20:30 hours on weekdays, 17.00 on Saturdays, Sundays and Bank Holidays, and the floodlights shall not be used on any day before 08:00 hours, to safeguard the amenities of neighbouring residents and to prevent nuisance; furthermore The MUGA shall only be made available for community use between the hours of 18:00 hours and 20:30 hours Mondays to Fridays and between the hours of 09:00 hours and 17:00 hours on Saturdays, Sundays and Bank Holidays.

Change of use from shop to tearoom at 234 Yorkshire Street, Rochdale

    Minutes:

    The Director for Economy & Environment introduced planning application 14/00195 for the change of use from shop to tearoom at 234 Yorkshire Street, Rochdale.

     

    The Planning Officer advised Members an acoustic report would be required and if remedial action was required this would need to be undertaken prior to the opening of the tearoom.

     

    The Sub-Committee considered the views of Mr Miah, the applicant who addressed the Sub-Committee in relation to the application.  The applicant handed a copy of the acoustic report to the Planning Officer.

     

    Ward Councillors Sultan Ali and Farooq Ahmed addressed the Sub-Committee supporting the application.

     

    In considering the application Members requested the opening hours be amended to allow opening 7am until 10pm.

     

                DECIDED – That planning permission be granted pending with an amendment to the condition in relation to the opening hours that the café use hereby approved shall only open for trade or business between the hours of 07:00 - 22:00 Monday to Friday inclusive, 10:00 - 22:00 on Saturday, and 12:00 - 22:00 on Sunday, in order to prevent nuisance arising.

    The Director for Economy & Environment introduced submitted planning application 14/00235 for a single storey side extension at 37 Bentmeadows, Rochdale.

     

                DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.
