Outline application for the demolition of existing buildings and erection of a new specialist food unit comprising ground floor wholesale goods store, first floor retail supermarket, upper floor conference and banqueting facility with associated offices,and associated car parking, with all matters reserved Haji Cash and Carry Station Road, Rochdale

    Minutes:

    The Director for Economy and Environment introduced planning application 14/00218, an outline application for the demolition of existing buildings and erection of a new specialist food unit comprising ground floor wholesale goods store, first floor retail supermarket, upper floor conference and banqueting facility with associated offices, and associated car parking, with all matters reserved; at Haji Cash and Carry, Station Road, Rochdale.

     

    The Sub-Committee considered the views of J. Lord on behalf of local residents, who addressed the Sub-Committee objecting to the application.

     

    The Sub-Committee considered the views of representatives of Worldwide Foods, who addressed the Sub-Committee objecting to the application.

     

    The Sub-Committee considered the views of Mr Cox, an agent for Haji Superstore, who addressed the Sub-Committee in relation to the application.

     

                DECIDED – That the application be referred to the Licensing and Regulatory Committee.

Proposed felling of two Lime trees subject to Tree Preservation Order TPO 071, Rear Of 15 Tenterhill Lane, Norden, Rochdale

    Minutes:

    The Director for Economy and Environment introduced an application for the proposed felling of two Lime trees subject to Tree Preservation Order TPO 071, Rear of 15 Tenterhill Lane, Norden, Rochdale.

     

    The application sought the felling of the two Lime trees on the grounds of safety due to the growth of ivy causing considerable leaning of the trees in close proximity to neighbouring properties.

     

    The Sub-Committee considered the views of the applicant Mr Francis who addressed the Sub-Committee in relation to the application.

     

                DECIDED – That felling of two Lime trees subject to Tree Preservation Order TPO 071, Rear of 15 Tenterhill Lane, Norden, Rochdale, be approved.

    Minutes:

    The Director for Economy and Environment introduced planning application 14/00482 for the use of land for residential occupation by travellers with associated hardstanding and utility block on land at Junction of Liley Street and Walpole Street,  Rochdale.

     

                DECIDED – That the Licensing and Regulatory Committee be informed that this Sub-Committee would be minded to approve planning permission subject to revised conditions taking into account the now part retrospective nature of the application.

    The Director for Economy and Environment introduced planning application 14/0097 for the change of use from a shop (use class A1) to a hot food takeaway (use class A5) including installation of an external flue, additional window opening and external staircase to rear of building at 858 Manchester Road, Rochdale.

     

    The Sub-Committee considered the views of a local resident who addressed the Sub-Committee objecting to the application.

     

                DECIDED – That planning permission be refused on the grounds of this stretch of Manchester Road forming part of the main commercial frontage through Castleton and already contains a number of hot food takeaways. The addition of a further takeaway in the parade would, when considered cumulatively, result in an overconcentration of food and drink uses which would exacerbate problems of littering and antisocial behaviour in the locality and would therefore have a detrimental impact on the amenity of occupiers of adjoining residential properties located in close proximity to the site and in the wider area. The proposed development is therefore contrary to the requirements of UDP policies S/10 (Food and Drink Outlets) and EM/3 (Noise and New Development), and the National Planning Policy Framework.

Application to fell various trees (within area W22 of Tree Preservation Order TPO 010 which lie within 5.0m of the front face of the wall along Bury and Rochdale Old Road, on land between 259 And 303 Bury and Rochdale Old Road, Rochdale

    Minutes:

    The Director for Economy and Environment introduced an application to fell various trees (within area W22 of Tree Preservation Order TPO 010) which lie within 5.0m of the front face of the wall along Bury and Rochdale Old Road, on land between 259 And 303 Bury and Rochdale Old Road, Rochdale.

     

    The application related to a large number of trees situated on a steep embankment to the north of Bury and Rochdale Old Road. The embankment is supported above the highway of Bury and Rochdale Old Road by a 1.5mhigh retaining dry stone wall.  The retaining wall had failed. The steep sloping embankment was putting pressure on the wall and the stability of both the slope and the wall could not be guaranteed.  As a result of the works to the retaining wall, there was a requirement to remove all the trees that are within 5m of the boundary wall. This is necessary due to the shallow depth of the bedrock and the instability of the slope. Additionally, the trees within 5m of the wall are significantly overhanging the highway and causing an obstruction for large vehicles.

     

                DECIDED – That the application to fell a number of trees, as well as carry out various pruning works to other trees, within area W22 of Tree Preservation Order TPO 010 which lie within 5.0m of the front face of the wall along Bury and Rochdale Old Road, on land between 259 And 303 Bury and Rochdale Old Road, Rochdale; be approved.
