Declarations of Interest

    Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

    Minutes:

    In accordance with the Code of Conduct for Councillors and Co-opted Members, Councillor Rashid declared a personal and prejudicial interest in planning application 14/01052/FUL for the change of use from Retail (Class A1) to Hot Food Takeaway (Class A5), including the installation of external extraction flue at Classic Ironing, 772 Manchester Road, Rochdale and he withdrew from the meeting during the consideration of, and voting on this planning application.

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/00720/FUL for a five storey extension to the mosque at the Neeli Mosque and Islamic Centre, Durham Street, Rochdale, OL11 1JJ.

     

    The Planning Officer referred to a site visit undertaken by Members of the Sub-Committee, at this location earlier that day.

     

    The Sub-Committee considered the views of Mr. L. Davidson who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mohammed Saqib who addressed Members on behalf of the applicants.

     

    The Sub-Committee considered the views of Councillor Zaman, a Milkstone and Deeplish Ward Member, who addressed Members in relation to the application.

     

    DECIDED – That consideration of this planning application be deferred to a future meeting of the Sub-Committee, pending negotiations between the applicants and the Council’s Planning Officers, regarding revisions to the current application.

Replacement Dwelling - Mount Pleasant Farm, Church Road, Heywood

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/00672/FUL for a replacement dwelling, in the green belt, with the retention of an existing workshop at Mount Pleasant Farm, Church Road, Heywood, BL9 6XA.

     

    The Sub-Committee considered a statement read out by Councillor Sullivan, which outlined the views of the objectors to the application.

     

    The Sub-Committee considered the views of the applicant G. Dixon who addressed Members.

     

    DECIDED – That the Sub-Committee is minded to approve the application and that it therefore be referred to the Licensing and Regulatory Committee for determination in accordance with the Council’s Scheme of Delegation.

Erection of Single Storey Building - Cook Street, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/00696/FUL for the proposed erection of a single storey building to form four units for B1 use and one unit for Van Sales and ancillary services (Sui Generis) at the site of the former Hamer Working Men’s Club, Cook Street, Rochdale.

     

    The Sub-Committee considered the views of the applicant’s representative, Mr. Mohammed Zahid, who addressed Members in support of the application.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report, and an amended condition to address the detail of the elevation facing Cliff Street.

Change of Use to Hot Food Takeaway - 772 Manchester Road, Castleton, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01052/FUL for the proposed change of use from Retail (Class A1) to Hot Food takeaway (Class A5) including the installation of an external extraction flue.

     

    The Sub-Committee considered the views of the applicant, Mr. Mohammed Anjum, who addressed Members in support of the application.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report.

Erection of Two Retail Units at 473 - 475 Oldham Road, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01078/FUL for the proposed erection of two retail units (use class A1), with associated car parking and external storage areas, at the site of the former Easirent Depot, at land between 473 and 475 Oldham Road, Rochdale.

     

    The Planning Officer advised the Sub-Committee that this application was a resubmission of planning application 13/01176/FUL. The Planning Officer advised the Sub-Committee that following amendments to the proposed planning conditions, the Council’s Head of Highways and Engineering Service had withdrawn his objection to the scheme. The Planning officer referred to a site visit undertaken by Members of the Sub-Committee, at this location earlier that day.

     

    The Sub-Committee considered the views of Ms. E. King and Mr. J. Patel who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr N. Hanley who addressed Members on behalf of the applicants.

     

    The Sub-Committee considered the views of Councillor Danczuk, a Kingsway Ward Member, who addressed Members in relation to the application.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report.

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01109/FUL for the proposed use of land to form an extension to the existing car park, including the erection of 2.0 metre high fencing at Gorell Street, Rochdale.

     

    The Sub-Committee considered the views of Mr. Ahmed who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr S. Grindrod who addressed Members on behalf of the applicants.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report.

Erection of Perimeter Fencing - Meanwood Children's Centre, Churchill Street, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01131/FUL for the erection of 2.4 metre high perimeter fencing to a school’s playing field at the Meanwood Children’s Centre, Churchill Street, Rochdale.

     

    The Sub-Committee considered the views of Mr. B. Pentry and Mr. G. Bryan who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Ms. S. Keays who addressed Members on behalf of the applicants.

     

    The Sub-Committee considered the views of Councillor Cecile Biant, a Spotland and Falinge Ward Member, who addressed Members in relation to the application.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report.

Erection of Two Dwellinghouses - Land Adjacent to 99 Shaw Road, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01169/FUL for the proposed erection of two dwellinghouses on land adjacent to 99 Shaw Road, Rochdale.

     

    The Planning Officer advised the Sub-Committee that this application was a resubmission of planning application 14/00582/FUL.

     

    The Sub-Committee considered the views of Mr. A. Segar who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr Thornley who addressed Members on behalf of the applicants.

     

                DECIDED – That (1) the Committee is minded to grant planning permission subject to the conditions set out within the submitted report and subject to the completion of a planning obligation under Section 106 of the Town & Country Planning Act in order to secure the following: -

    • A commuted sum payment for the provision (including 20 year maintenance) and/or improvement of off-site Recreational Open Space in accordance with the requirements of Unitary Development Plan policy H/6 and its associated Supplementary planning Document: Provision of Recreational Open space in New Housing.

     

    (2) the Head of Planning be authorised to issue the decision notice upon completion of the planning obligation to secure the above purposes.
