    Minutes:

    The Director for Economy and Environment reported upon planning application 14/1166FUL for the erection of stables, together with the installation of menage and alterations to form new access (resubmission of application number 14/00935/FUL) at land to the north of Bury and Rochdale Old Road, adjacent to Simpson Clough Paper Mill, Heywood.

     

    The Sub-Committee considered the views of Mrs. A. Shorrock who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. C. Malkin who addressed Members on behalf of the applicants.

     

    The Sub-Committee considered the views of Councillor O’Rourke, a North Heywood Ward Member, upon which Ward the application would have a significant impact. The Sub-Committee also considered the views of Councillor James Gartside, a Norden Ward Member, who addressed Members in relation to the application.

     

                DECIDED – That planning permission be approved subject to the conditions detailed in the submitted report, and additional conditions; 1) to remove permitted development rights for the conversion of the building to (a) dwelling(s); and 2) to maintain the hard-standing area proposed for the parking and turning of vehicles.

     

    (Note: Councillor Rashid arrived at the meeting during the consideration of this planning application and, as a consequence, took no part in the discussion or the determination thereon).

Erection of Class A1 Food Store - Land Adjacent to Mellor Street, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/01194/FUL for the erection of a Class A1 food-store and a “flexible use” retail unit (Classes A1, A2, A3 or A5), together with associated vehicular access, car parking, servicing area and hard and soft landscaping at land that is bounded by Mellor Street, the River Roch and the River Spodden, Rochdale.

     

    The Sub-Committee considered the views of Mr. D. Brown who addressed Members on behalf of the applicants.

     

    DECIDED – That the Sub-Committee is minded to approve the application and that it therefore be referred to the Licensing and Regulatory Committee for determination in accordance with the Council’s Scheme of Delegation.

Us of Premises as Cafe/Sandwich Bar - 503 Oldham Road, Rochdale

    Minutes:

    The Director for Economy and Environment reported upon planning application 14/00900/FUL for the use of premises as a café/sandwich bar and hot food takeaway, including use as an ice cream parlour, at 503 Oldham Road, Rochdale.

     

                DECIDED – That planning permission be approved subject to conditions as detailed in the submitted report.

Application to Fell One Tree - Tyrone Drive, Rochdale

    Minutes:

    The Director of Economy and Environment reported upon an application to fell one tree subject to Tree Preservation Order No. 004 (Crimble Farm, Bury Road, Rochdale), at 34 Tyrone Drive, Rochdale.

     

    DECIDED – That the application be approved in accordance with the conditions set out in the submitted report.

Application to Fell Trees at Castle Hill Road, Heywood

    Minutes:

    The Director of Economy and Environment reported upon an application to fell one Horse Chestnut tree and one Sycamore tree, subject to Tree Preservation Order No. 10 (Heywood MB No. 1), at Harwood Fields Bungalow, Castle Hill Road, Heywood.

     

    DECIDED – That the application be approved in accordance with the conditions set out in the submitted report.

    The Sub-Committee considered a report of the Director of Economy and Environment which informed Members of the changes in Government policy with respect to S106 contributions for small scale development that became effective on 28th November 2014.

     

    In addition the report advised Members of the impact of this change on the implementation of adopted Council planning policy within the Unitary Development Plan and its associated Supplementary Planning Document, and also advised the Sub-Committee of current outstanding planning applications affected by this change for which there has been a resolution to grant planning permission and for which S106 contributions can no longer be sought i.e. those developments of 10 dwellings or fewer where the Council was seeking a contribution to recreational open space.

     

    DECIDED – That the report be noted.
