Installation of a Multi-Use Games Area (MUGA) with 3 and 4m high perimeter fencing, 2.5m high acoustic barrier (to rear of 85 to 99 Shaw Road) and associated floodlighting at St Cuthberts Rc Business And Enterprise College Shaw Road Rochdale

    Minutes:

    The Director for Economy and Environment introduced planning application 15/00046 for the installation of a Multi-Use Games Area (MUGA) with 3 and 4m high perimeter fencing, 2.5m high acoustic barrier (to rear of 85 to 99 Shaw Road) and associated floodlighting at St Cuthbert’s RC Business and Enterprise College, Shaw Road, Rochdale.

     

    The Planning Officer advised the Committee that the Greater Manchester Ecology Unit had raised no objections to the application though an amendment to condition 3 was advised following an acoustic survey.   

     

    The Sub-Committee considered the views of residents of Ashfield Road who addressed the Sub-Committee raising concerns over the application.

     

    The Sub-Committee considered the views of the Head of the School who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.

Change of use from existing office (B1 Use) to driving test centre (sui generis Use) and associated parking areas at Unit 2D Crown Business Park Cowm Top Lane Rochdale

    Minutes:

    The Director for Economy and Environment introduced planning application 15/00396 for a change of use from existing office (B1 Use) to driving test centre (sui generis Use) and associated parking areas at Unit 2D, Crown Business Park, Cowm Top, Lane Rochdale.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee would be minded to grant permission subject to conditions as detailed within the submitted report.

Erection of 12 wind turbine generators (maximum height to tip of 125m), construction of access tracks and crane pads, formation of borrow pits for the extraction of stone for on site construction works, erection of 70m high meteorological mast, erection of substation, transformer housings, control room and associated laydown area and construction compound, associated infrastructure and development ancillary thereto on Land To The East And West Of Rooley Moor Road Rochdale

    Minutes:

    The Director for Economy and Environment introduced planning application 14/00877 for the erection of 12 wind turbine generators (maximum height to tip of 125m), construction of access tracks and crane pads, formation of borrow pits for the extraction of stone for on-site construction works,  erection of 70m high meteorological mast, erection of substation,  transformer housings, control room and associated laydown area and construction compound, associated infrastructure and development ancillary thereto on Land To The East And West Of Rooley Moor Road, Rochdale

     

    The Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day.  Members were informed that the Greater Manchester Ecology Unit had raised additional concerns over the proposed peat restoration measures detailed within the submitted report.

     

    The Sub-Committee considered the views of three local residents who addressed the Sub-Committee objecting to the Sub-Committee.

     

    The Sub-Committee considered the views of Mr Romaiin on behalf of the applicant who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee considered the views of Councillors C. Biant, Holly and Winkler who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee would be minded to refuse permission on grounds as detailed within the submitted report.
