Outline Planning Application for the Erection of Dwellings - Spotland Road, Rochdale pdf icon PDF 2 MB

    Minutes:

    The Director of Environment presented a report which detailed a planning application (number 15/00463/HYBR), which was a full application for conversion of a mill building into 22 flats, including the demolition of all the remaining buildings and the partial demolition of the mill chimney and which was also an outline planning application (including access) for the erection of 80 dwellings at the former Dexine Rubber Mill Co. Ltd, Spotland Road, Rochdale.

     

    The Sub-Committee considered the views of Mr. C. Faulkner and Mr. N. Morrell who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. Healey, who addressed the Sub-Committee on behalf of the applicants.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission, subject to condition 6 being amended to require the chimney to be retained at no less than 10 metres in height.

    ii)  Notification that the following appeals have been dismissed

     

    • 15/00531/HOUS – 34 Woodtop Avenue - Demolition of existing single storey front, side and rear extensions and erection of two storey side and single storey front and rear – Delegated Decision (Bamford Ward)

    The Director of Economy presented a report which detailed a planning application (number 15/00639/FUL), which was a for a change of use of development consisting of three ground floor retail units and six self-contained apartments over the first and second floors, at 51 – 63 Tweedale Street, Rochdale..

     

    The Sub-Committee considered the views of Mrs. Biaz who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. U. Anjum and Mr. P. Clarke, who addressed the Sub-Committee on behalf of the applicants.

     

    DECIDED – That the application for planning permission be refused.

Change of Use - Church Road, Heywood

    Minutes:

    The Director of Economy presented a report which detailed planning application 15/01024/FUL for a change of use to land to form 12 parking spaces (part-retrospective application), being a resubmission of application 15/00253/FUL at land opposite White Ash Terrace, Church Road, Heywood, Rochdale. In presenting the report the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee.

     

    The Sub-Committee considered the views of Ms. J. Cook who addressed the Sub-Committee on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Ms. J. Johnston, who addressed the Sub-Committee on behalf of the applicants.  

     

    The Sub-Committee considered the views of Councillor Winkler, a Norden Ward Member, who addressed the Sub-Committee with regard to this application

     

    DECIDED – That planning permission be refused.

Tree Works - Brooklands Court, Rochdale

    Minutes:

    The Director of Economy presented a report that detailed an application (15/01201/WTTPO), to fell one Beech tree and one Sycamore tree also to crown and lift up to 25% of trees which are overhanging on to the road within a group G1 of Tree Preservation Order No. 26 at 2 Brooklands Court, Rochdale.

     

    DECIDED – That the application to fell one Beech tree and one Sycamore tree; to crown and lift up to 25% of trees which are overhanging on to the road within a group G1 of Tree Preservation Order No. 26 at 2 Brooklands Court, Rochdale.

     

    NB: In accordance with Council procedure rules Councillor Brosnan requested her vote against the decision be recorded.
