Erection of a Two Storey Building Comprising of 2 Retail Units at ground floor and offices at first floor on Land To Side Of 90, Durham Street, Rochdale

    Minutes:

    The Director of Economy reported on submitted planning application 15/00521/FUL for the erection of a two storey building comprising of two retail units at ground floor and offices at first floor on land to the side of 90, Durham Street, Rochdale OL11 1JZ.

     

    In introducing the application the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day.

     

    The Sub-Committee considered the views of Mr A Chorlton, who addressed the Committee on behalf of the applicant.

     

    DECIDED – that (1) planning permission be approved subject to the conditions detailed in the submitted report;

                (2) an additional condition for details of the arrangements for refuse storage to be submitted and agreed with the Local Planning Authority.

Residential Development of 11 Dwellings with Associated Access, Parking, Landscaping, Footpath Link and Open Space on Land Off Woodlea Chase/ Stock Close/ Fletton Close Rochdale

    Minutes:

    The Director of Economy reported on submitted planning application 15/00725/FUL for a residential development of 11 dwellings with associated access, parking, landscaping, footpath link and open space (Resubmission of 14/01309/FUL) on land off Woodlea Chase/ Stock Close/ Fletton Close Rochdale.

     

    In introducing the application the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day.

     

    The Sub-Committee considered the views of Mr A White who addressed the Committee objecting to the application.

     

    The Sub-Committee considered the views of Mr P Simpson, who addressed the Committee on behalf of the applicant.

     

    That planning permission be approved subject to the conditions detailed in the submitted report and:

    (i)         The variation of the existing Section 106 (pursuant to planning permission 98/D35832) in order to secure:

    a) The provision and maintenance of recreational open space in accordance with the Council’s open space policies, with local open space being provided on-site and off-site at the former railway line which lies to the north of Bentley Street. The contribution towards formal sports provision to be provided off-site, at Lenny Barn sports pitches;

    (ii)        That the Council enter into an agreement under the provisions of Section 106 of the Town and Country Planning Act 1990 and other appropriate legislation with regard to the matters set out above;

    (iii)       The Head of Planning being authorised to issue the decision notice on completion of the Section 106 Agreement

    The Director of Economy reported on submitted planning application 15/01001/FUL for the erection of a new dwellinghouse on land at Bamford Old Hall, Off Bury and Rochdale Old Road.

     

    In introducing the application the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day and to photographs circulated to the Members prior to the meeting by the objectors to the application.

     

    The Sub-Committee considered the views of Mr S Cresswell who addressed the Sub-Committee in objection to the application.

     

    The Sub-Committee considered the views of the agents for the applicant who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee considered the views of Councillor Jane Gartside, a Bamford Ward Member, who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the application be referred to Planning and Licensing Committee for a decision without a recommendation being made by the Sub Committee due to the particular exceptional circumstances of this case and that Officers be requested to contact Historic England to seek the formal designation of the icehouse on the application site as a listed building.

Application to remove 11 trees within areas A1, A3, A4 and A8 of Tree Preservation Order No. 042 at the Rochdale And District Angling Society, Trows Lane, Rochdale

    Minutes:

    The Director of Economy reported on submitted planning application 15/01181/WTTPO seeking consent to remove 11 trees within areas A1, A3, A4 and A8 of Tree Preservation Order No. 042 at the Rochdale and District Angling Society, Trows Lane, Rochdale, OL11 2UE.

     

    DECIDED- That authorisation to remove 11 trees within areas A1, A3, A4 and A8 of Tree Preservation Order No. 042 at the Rochdale And District Angling Society, Trows Lane, Rochdale, OL11 2UE be approved subject to the conditions in the submitted report.

Alteration of the current garden level together with a new retaining wall and new fence with additional trellis to rear of garden at 9, Rossmere Avenue, Rochdale

    The Director of Economy reported on submitted planning application 15/01219/HOUS for the alteration of the current garden level to match the level of a large proportion of the existing garden together with a new retaining wall and new 2.2m high fence with additional 0.3m trellis to rear of garden - part retrospective (Resubmission of 15/00420/HOUS) at 9, Rossmere Avenue Rochdale, OL11 4BT 

     

    In introducing the application the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day and further letters of objection together with photographs of the application site circulated to the Members of the Committee prior to the meeting.

     

    The Sub-Committee considered the views of Mr J Schofield who addressed the Sub-Committee in objection to the application.

     

    The Sub-Committee considered the views of Mr A Ahmed the applicant who addressed the Sub-Committee in relation to the application.

     

    DECIDED –that planning permission be approved subject to the conditions detailed in the submitted report with the deletion of the unnecessary time limit for implementation condition as works had already commenced.
