    In accordance with the Council’s Code of Conduct, the Chair of the Sub-Committee, Councillor Brosnan, declared a personal and prejudicial interest in relation to agenda item 3, planning application 15/01461/FUL for a proposed change of use into a hot food take-away at 30 Spotland Road, Rochdale. She left the room during consideration of this item taking no part in the discussions or voting on this matter and vacated the Chair in favour of the Vice Chair, Councillor Shakil Ahmed.

     

    In accordance with the Council’s Code of Conduct, Councillor Duckworth declared a personal and prejudicial interest in relation to agenda item 3, planning application 16/00040/HOUS for a proposed conversion of a bungalow to a two storey dwelling at 2 Canterbury Close, Rochdale. He left the room during consideration of this item taking no part in the discussions or voting on this matter.

    DECIDED – That the Minutes of the meeting of the Rochdale Township Planning Sub-Committee, held 23rd February 2016 be approved as a correct record.

    Minutes:

    The Director of Economy presented a report that detailed application number 15/01450/FUL being a full application requesting the erection of two dwellings to enable the restoration of Red House (being a resubmission of application number 14/00684/FUL) at land to the south of 13 Broadhalgh Avenue, Rochdale.

     

    The Sub-Committee considered the views of Mr. N. Clews who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. M. Percy, who addressed the Sub-Committee on behalf of the applicant.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission, subject to a Section 106 Agreement to secure the proposed works to Red House.

    Minutes:

    The Director of Economy presented a report that detailed application number 15/01461/FUL, which was a full application requesting a change of use of part of a restaurant into a hot food take-away, including and an extension of the opening hours of the premises from 11.00am – 11.00pm, to, 11.00am – 03.00am (Monday to Sunday inclusive) being a retrospective application in respect of the eastern restaurant, 30 Spotland Road, Rochdale.

     

    The Sub-Committee considered the views of Ms. S. Hopkins and Mr. A. Littlewood who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. M. Percy, who addressed the Sub-Committee on behalf of the applicant.

     

    The Sub-Committee considered the views of a Central Ward Member, Councillor Ali Ahmed.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission, subject to a condition limiting the opening hours of the hot food take-away to 11.00am – 01.00am (Monday to Sunday inclusive), and the opening hours of the restaurant to 11.00am – 11.00pm (Monday to Sunday inclusive).

    Minutes:

    The Director of Economy presented a report which detailed application number 16/00040/HOUS for the conversion of a bungalow to a two story dwelling with a single storey side and rear extensions, being a re-submission of a previous application and which was partially retrospective in nature at, 2 Canterbury Close, Rochdale.

     

    The Planning Officer in presenting the report advised Members that the applicants had not yet submitted revised plans pertaining to this application to the Council’s Planning Service.

     

    The Sub-Committee considered the views of Mr. P. Blaine who addressed the Sub-Committee on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of Mr. M. Azimi who addressed the Sub-Committee on behalf of the applicant. 

     

    DECIDED – That the Sub-Committee agrees to defer consideration of this planning application to the Council’s Head of Planning, and subject to the applicant submitting revised plans regarding the development, the Sub-Committee is minded to recommend that the planning application be approved.

Tree Works at Passmmonds Way, Rochdale

    Minutes:

    The Director of Economy presented a report which detailed application number 16/00107/WTTPO proposing the felling of one Ash Tree (indicated as T1 on the plan enclosed in the report) subject to Tree Preservation Order TPO111, at 1 Passmonds Way, Rochdale.

     

    DECIDED – That the application to fell one Ash Tree (T1), subject to TPO111, at 1 Passmonds Road, Rochdale be approved.

Two Storey Rear Extension at Camberley Drive, Rochdale

    Minutes:

    The Director of Economy presented a report which detailed application number 16/00138/HOUS that proposed a two storey rear extension including balcony at the first floor of the property and the demolition of an existing store, a single storey side extension, a front porch and the formation of a pitched roof over a flat roof being part of the existing dwelling at 76 Camberley Drive, Rochdale.

     

    The Sub-Committee considered the views of Mr. R. Bottomley who addressed Members on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of the applicant, Mr. D. Trickett Mr. M. Percy, who addressed the Sub-Committee in support of the application.

     

    Members felt that the proposed extension detailed in this planning application was too large and requested that consideration of the application be deferred to a future meeting of the Sub-Committee allowing the applicant the opportunity to discuss with Planning Officers the size and scale of the development prior to it being considered at a future meeting.

     

    DECIDED – That consideration of planning application 16/00138/HOUS be deferred for consideration at a future meeting of the Sub-Committee.
