    Councillor Sheerin declared a personal interest in application 15/00302 for a change of use from hotel and restaurant (Use Class C1) to private residential dwelling (Use Class C3) at the Castleton Hotel, Manchester Road Castleton North, Rochdale.  Councillor Sheerin stood down from the Sub-Committee during consideration of the application to enable him to address the Sub-Committee in support of the application.

    The Director for Economy and Environment introduced planning application 15/00302 for the change of use from hotel and restaurant (Use Class C1) to private residential dwelling (Use Class C3) at The Castleton Hotel, Manchester Road, Castleton North, Rochdale.

     

    The Sub-Committee considered the views of the applicant who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee considered the views of Ward Councillor Sheerin who addressed the Sub-Committee in support of the application.

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.

    Minutes:

    The Director for Economy and Environment introduced planning application 15/00316 for the change of use and conversion of first floor from storage to 4 one-bedroom flats (Resubmission 14/00806/FUL) at 80 Howard Street, Rochdale.

     

    In introducing the report the Planning Officer advised that Members had visited the site earlier in the day.

     

    The Sub-Committee considered the views of the applicant who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee considered the views of Ward Councillor Sultan Ali who addressed the Sub-Committee in relation to the application.

     

                DECIDED – That planning permission be refused for reasons as detailed within the submitted report.

    Minutes:

    The Director of Economy and Environment introduced planning application 14/00317 a two storey side and single storey rear extension (Resubmission of 14/01452/HOUS) at 15 Augusta Close Rochdale.

     

    In introducing the application the Planning Officer advised the Sub-Committee of three additional letters received objecting to the application.

     

    The Sub-Committee considered the views of two neighbours from adjoining properties who addressed the Sub-Committee objecting to the application.

     

    The Sub-Committee considered the views of an agent for the applicant who address the Sub-Committee in relation to the application.

     

    DECIDED – That planning permission be refused for reasons as detailed within the submitted report.

    Minutes:

    The Service Director of Economy and Environment introduced planning application 15/00364 for the partial demolition and conversion of existing agricultural building to form one dwelling including two storey and single storey extensions (Resubmission of 14/01458/FUL) at Greengate Hill Farm Ashworth Road Heywood Rochdale.

     

    In introducing the application the Planning Officer referred to a site visit undertaken by Members of the Sub-Committee earlier in the day.

     

    The Sub-Committee considered the views of the agent of the applicant who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the Planning and Licensing Committee be advised that this Sub-Committee would be minded to approve the application as the development would not be disproportionate in the context of the landscape and existing buildings.

    The Sub-Committee considered the views of the applicant who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the application be deferred and delegated to the Head of Planning for determination.
