    In accordance with the Council’s Code of Conduct, the Chair of the Sub-Committee, Councillor Sheerin, declared a personal and prejudicial interest in relation to agenda item 3, planning application 15/01050/FUL for a proposed change of use of land to the garden and the erection of a 1.6m fence (retrospective) at 19 Eskdale Avenue, Rochdale. He left the room during consideration of this item taking no part in the discussions or voting on this matter and vacated the Chair in favour of the Vice Chair, Councillor Wazir.

Change of use of land to a garden and the erection of a 1.6m fence (retrospective) at 19 Eskdale Avenue, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed application number 15/01050/FUL which was for a change of use of land to a garden and the erection of a 1.5m fence (retrospective) at 19 Eskdale Avenue, Rochdale.

     

    In introducing the application, the Planning Officer referred to the site visit undertaken by Members of the Sub-Committee and advised Members of a correction within the report in relation to the details and number of objections and letters of support.

     

    The Sub-Committee considered the views of Ms K McMonagle and Mr J McHale who addressed the Sub-Committee in objection to the application.

     

    The Sub-Committee considered the views of the applicant’s agent who addressed the Sub-Committee in relation to the application.

     

    The applicant was advised by Members to make contact with the Planning Department to address the concerns raised.

     

    DECIDED - That the application for planning permission be refused in accordance with the recommendation and reason set out within the submitted report.

Rear dormer extension including an increase in the ridge height of the roof of the dwelling (retrospective) at 11 Franklin Street, Rochdale.

    Minutes:

    The Director of Economy presented a report which detailed a planning application number 16/00342/HOUS which was for a rear dormer extension including an increase in the ridge height of the roof of the dwelling at 11 Franklin Street, Rochdale, OL16 5JP.

     

    In introducing the application, the Planning Officer referred to the site visit undertaken by Members of the Sub-Committee and reported an additional letter of objection to the application which had been received since the preparation of the Committee report. 

     

    The Sub-Committee considered the views of objectors who addressed the Sub-Committee on behalf of residents, objecting to the application.

     

    The Sub-Committee considered the views of the Ms S Hussain and Mr Mohammed on behalf of the applicant, who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the application for planning permission be refused for reasons detailed within the submitted report.

Application for works to trees within tree preservation order TPO 256 at Healey Hall Mills, Healey Dell, Dell Road, Rochdale.

    Minutes:

    The Director of Economy presented a report which detailed planning application number 15/01291/WTTPO which was for an Application for works to trees within Tree Preservation Order TPO 256 for the felling and removal of two Sycamore trees and one Willow tree at Healey Hall Mills, Healey Dell, Dell Road, Rochdale, OL12 6BG.

     

    There were no objectors present at the Sub-Committee.

     

    The applicant was not present to make representations in relation to the application at the Sub-Committee meeting.

     

    DECIDED – That authorisation for works to trees within Tree Preservation Order TPO256 for the felling of two Sycamore trees and one Willow tree at Healey Hall Mills, Healey Dell, Dell Road, Rochdale, OL12 6BG be approved subject to the conditions detailed in the submitted report.

Application to modify the terms of the planning obligations contained within the Section 106 Agreement at Land West of Broad Lane, Rochdale.

    Minutes:

    The Director of Economy presented a report which detailed a planning application number 16/00080/S106 which was for an Application to modify the terms of the planning obligations contained within the Section 106 Agreement pursuant to outline planning permission 12/55581/OUT at Land West of Broad Lane, Rochdale.

     

    The applicant was not present to make representations in relation to the application at the Sub-Committee meeting.

     

    DECIDED – That Planning and Licensing Committee be advised that Rochdale Township Planning Sub-Committee would be minded to authorise the modification of the terms of the planning obligations contained within the Section 106 Agreement pursuant to outline planning permission at Land West of Broad Lane as detailed within the submitted report.

Application for works to one Ash (T2) and to fell one Goat Willow (t1) and one Ash (T3) subject to Tree Preservation Order No. 146 (1196) at 11 Convent Grove, Rochdale.

    Minutes:

    The Director of Economy presented a report which detailed application number 16/00197/WTTPO which was for an application for works to one Ash (T2) the felling of one Goat Willow (T1) and one Ash (T3) subject to Tree Preservation order No. 146 (1196) at 11 Convent Grove, Rochdale, OL11 4LT.

     

    There were no objectors present at the Sub-Committee.

     

    The applicant was not present to make representations in relation to the application at the Sub-Committee meeting.

     

    DECIDED – That the application for works to one Ash (T2), the felling of one Goat Willow (T1) and one Ash (T3) subject to Tree Preservation order No. 146 (1196) at 11 Convent Grove, Rochdale, OL11 4LT be approved, subject to the conditions detailed in the submitted report.
