    In accordance with the Council’s Code of Conduct, the Chair of the Sub-Committee, Councillor Sheerin, declared a personal and prejudicial interest in relation to agenda item 3, (planning application 16/00564/FUL for the erection of one detached dwelling with associated car parking at Land adjacent to 1120 Manchester Road, Castleton, Rochdale and planning application 16/00869/FUL for the construction of new vehicular access to the car park at Woolworths PLC, Royle Barn Road, Rochdale).  He left the room during the consideration of these items, taking no part in the discussions or voting and vacated the Chair in favour of the Vice Chair, Councillor Wazir.

    DECIDED – That the minutes of the meeting of the Rochdale Township Planning Sub-Committee, held on 30th August 2016 be approved as a correct record subject to the following amendments:- 

     

    Councillor Howard was not present at the meeting and Councillor Meredith sent his apologies.

28.

Erection of four industrial units and external works including a storage area, parking and additional fencing at The Klondike, Chichester Street, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 15/01261/FUL which was for the erection of four industrial units (Use Class B2) and external works including storage area, parking and additional fencing at The Klondike, Chichester Street, Rochdale.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee and updated the Committee that an additional letter of objection had been received since the publication of the agenda and advised Members in relation to an amendment to Condition 22 as detailed in the update to submitted planning application report.

     

    The Sub-Committee considered the views of Mrs Smith who addressed the meeting on behalf of the objectors to the application.

     

    The applicant was not in attendance at the meeting.

     

    DECIDED – That the Sub-Committee agreed to defer the consideration of this

    planning application to a future meeting of the Sub-Committee pending further information regarding the noise and contamination.

29.

Erection of one pair of semi detached dwellings at Land adjacent to 115 Shaw Road, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00355/FUL which was for the erection of one pair of semi detached dwellings (resubmission of 15/00128/FUL) at Land adjacent to 115 Shaw Road, Rochdale, OL16 4SH.

     

    In introducing the report, the Planning Officer referred to the site visit undertaken by Members of the Sub-Committee.

     

    The Sub-Committee considered the views of the objectors who addressed the Sub-Committee on behalf of residents, objecting the application.

     

    The Sub-Committee considered the views of the applicant’s agent, Mr Ben Thornley who addressed the Sub-Committee in relation to the application.

     

    DECIDED –That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission subject to the conditions detailed in the submitted report.

Erection of a detached dwelling with associated car parking (two spaces) at the land adjacent to 1120 Manchester Road, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00564/FUL which was for the erection of a detached dwelling with associated car parking (two spaces) at the Land adjacent to 1120 Manchester Road, Castleton, Rochdale, OL11 2XX.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee and advised Members in relation the amendment to Condition 8, 9 and to amend Part 1, Classes A and B of that order as detailed in the update to submitted planning application report.

     

    There were no objectors present at the Sub-Committee.

     

    The Sub-Committee considered the views of the applicant’s agent, Mr Ben Thornley who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee also considered the submitted views of Castleton Ward Member, Councillor Sheerin in relation to the application.

     

    DECIDED – That the application for planning permission be refused as the site provides a visual separation between the traditional row of terraced properties and the adjacent recently constructed semi-detached dwellings. The orientation of the proposed dwelling, with the front elevation facing east, would present a rear elevation to the area of open space and would thus be out of character with the neighbouring post war terraced properties, and would appear at odds with this section of street scene and would cause significant harm to the visual amenity of the area.

Construction of decking to rear of the dwelling (retrospective) at 12 Forest View, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00672/HOUS which was for the construction of decking to rear of the dwelling (retrospective) at 12 Forest View, Rochdale, OL12 6HF.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee.

     

    The Sub-Committee considered the views of Mrs Sibson who addressed the Sub-Committee in objection to the application.

     

    The Sub-Committee considered the views of the applicant who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That the Sub-Committee agreed to defer the consideration of this

    planning application to a future meeting of the Sub-Committee pending a site visit to the objector’s property.

Extension to an existing balcony at Rochdale Rugby Club, Moorgate Avenue, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00691/FUL which was for an extension to an existing balcony at Rochdale Rugby Club, Moorgate Avenue, Rochdale, OL11 5LU.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee.

     

    The Sub-Committee considered the views of Mr B Fox who addressed the Sub-Committee on behalf of the objectors to the application.

     

    The Sub-Committee considered the views of the applicant, Mr P Carey who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee also considered the submitted views of Bamford Ward Member, Councillor Howard in relation to the application.

     

    DECIDED – That the application for planning permission be granted subject to the conditions detailed in the submitted report and subject to an amendment to condition 5 limiting the permitted use of the balcony extension between the hours of 09:00am – 18.30pm.

Proposed development for specialised supported living accommodation (use Class 2) at land at Meadow View, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00706/FUL which was for a proposed development for specialised supported living accommodation (Use Class C2) comprising of four self-contained one bedroom apartments and six en-suite bedrooms, together with communal facilities, ancillary staff accommodation and office, site access, parking and open space at the Land at Meadow View Rochdale, OL12 7PA.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee and updated Members in relation to a consultation response which had been received from The Tree and Woodland Development Officer since the publication of the agenda as detailed in the update to submitted planning application report.

     

    There were no objectors present at the Sub-Committee.

     

    The Sub-Committee considered the views of the applicant’s representative Mr M Gilbert who addressed the Sub-Committee in relation to the application.

     

    DECIDED - That the application for planning permission be granted subject to the conditions detailed in the submitted report.

     

34.

Application to vary condition 4 of planning permission in order to amend the opening hours at 45 Tweedale Street, Rochdale.

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00947/VRCON which was an application to vary condition 4 of planning permission 13/00186/FUL in order to amend the opening hours to 11:00am to 12:00am Saturday to Thursday and 11:00am – 01:00am Friday to Saturday with additional change in the month of Ramadhan (May/June 2017) from 4pm – 02:00am at 45 Tweedale Street, Rochdale, OL11 1HH. 

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee and advised Members in relation to a letter of support that had been received following the publication of the agenda as detailed in the update to submitted planning application report.

     

    The Sub-Committee considered the views of the objector who addressed the Sub-Committee on in objection to the application.

     

    The Sub-Committee considered the views of the applicant Ms S Ashraf who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee also considered the views of Milkstone and Deeplish Ward Member, Councillor Zaman in relation to the application.

     

    DECIDED –That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission for this application subject to an additional condition to restrict the use of the upstairs of the premises from 11pm onwards.

Construction of a new vehicluar access to the car park at Woolworths PLC, Royle Barn Road, Rochdale.

    The Director of Economy presented a report that detailed planning application 16/00869/FUL which was an application for the construction of a new vehicular access to the car park at Woolworths PLC, Royle Barn Road, Rochdale, OL11 3DT.

     

    In introducing the report, the planning officer updated members in relation to a consultation response that had been received following the publication of the agenda and the recommendation that condition 3 be imposed as detailed in the update to submitted planning application report.

     

    The Sub-Committee considered the views of the objector, Mr Brogan who addressed the Sub-Committee on in objection to the application.

     

    The Sub-Committee considered the views of Mr D Rogers the applicant’s representative who addressed the Sub-Committee in relation to the application.

     

    The Sub-Committee also considered the views of Castleton Ward Member, Councillor Sheerin in relation to the application.

     

    DECIDED – That the application for planning permission be granted subject to the conditions detailed in the submitted report.

    The Director of Economy presented a report that detailed planning application 16/00935/HOUS which was an application for a two storey side/rear extension and a single storey rear extension resubmission of 16/00525/HOUS at Broad Oaks, Norden Road, Rochdale, OL11 5NT.

     

    In introducing the report, the planning officer referred to the site visit undertaken by Members of the Sub-Committee. 

     

    There were no objectors present at the Sub-Committee.

     

    The Sub-Committee considered the views of Mr M Percy the applicant’s agent who addressed the Sub-Committee in relation to the application.

     

    DECIDED –That the Planning and Licensing Committee be advised that this Sub-Committee is minded to grant planning permission for this application on the grounds that the extension is not disproportionate.

Application for works to trees within Tree Preservation Order no 098 Group G1 works at Mayroyd, Norden Road, Rochdale, OL11 5PT

    Minutes:

    The Director of Economy presented a report that detailed planning application 16/00950/WTTPO which was for works to trees within Tree Preservation Order no 098 Group G1 works (Ta – Sycamore reduce branches, Tb – Birch Fell, T1 Sycamore – Fell, T2 – Sycamore crown lift and T3 Horse chestnut – crown lift no more than 25%) at Mayroyd, Norden Road, Rochdale, OL11 5PT. 

     

    There were no objectors present at the Sub-Committee.

     

    The applicant was in attendance but did not speak.

     

    DECIDED - That the application for planning permission be granted subject to the conditions detailed in the submitted report.

     

    NB: In accordance with Council procedure rules Councillor Brett requested his vote against the decision be recorded.
