    Decision:

    That the following declarations of interest be noted:-

     

    Councillor Winkler declared a personal and prejudicial interest in minute 63 below (Objections to Traffic Regulation Order – Blackpits Road and Edenfield Road, Rochdale) and he withdrew from the meeting during consideration of this item.

     

    Councillors O’Neill and Sheerin both declared a personal interest in minute 58 (Appointment of Trustees to the Norman Barnes Fund).

     

    Councillor Cecile Biant declared a personal interest in the funding application TC/20/17 (Rooley Moor Road Waiting Restrictions) at minute 64 and she refrained from voting on this application.

     

    Councillor Sullivan declared a personal interest in the funding application RP/12/17 (Bury Road/Sandy Lane Signal Junction Study) at minute 64.

     

    Councillor O’Neill declared a personal interest in funding application TC/21/17 (Dell Road Improvements) at minute 64.

    Minutes:

    The Sub-Committee considered a report of the Assistant Director (Legal, Governance and Workforce) which advise that the term of Office of two Trustees of the Norman Barnes Fund had expired, namely Councillor Kathleen Nickson and Mrs Jane Gartside. In accordance with the Trust Deed for the charity, appointments were to be made by this Sub-Committee on behalf of the Council.

     

    Alternatives considered:

    None as the Trust deed specified no other means of appointing nominative Trustees.

     

    Decision:

    That Councillor Kathleen Nickson and Ms Jane Gartside be both reappointed to the Norman Barnes Fund as nominative Trustees for a period of four years each.

     

    Reason for the decision:

    The term of office of the two Trustees, of the Norman Barnes Fund, named above, had expired and in accordance with the Trust Deed, appointments were delegated to either the Rochdale Township Committee or the Rochdale Township Action and Resources Delegated Sub-Committee to make. There was a meeting of the Norman Barnes Fund due to take place on 20th March 2018, so it was essential that the appointments were made at this meeting to enable the two nominative Trustees to take part in this next meeting.

Objections to Traffic Order - Blackpits Road & Edenfield Road, Rochdale pdf icon PDF 390 KB

    Minutes:

    The Sub-Committee considered a report of the Director of Neighbourhoods advising of five objections received to the proposed Traffic Regulation Order: Borough of Rochdale ((Civil Enforcement of Traffic contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.126) Order, which proposed to introduce parking restrictions on parts of Blackpits Road and Edenfield Road (A680).

     

    The Sub-Committee’s report explained the background to the proposals and commented upon the points made by the objectors to assist the Sub-Committee’s members in coming to a decision about the proposed Order’s introduction.

     

    In considering the proposed Traffic Regulation Order the Chair of the Sub-Committee permitted Mr. N. Morrell and Mr. M. Newman to address the meeting on behalf the objectors to the proposals.

     

    In considering the proposed Traffic Regulation Order the Chair of the Sub-Committee permitted Mr. and Mrs. Warwick to address the meeting on behalf the supporters of the proposals.

     

    The Sub-Committee also received representations from Norden Ward member, Councillor James Gartside, who spoke to object to the proposed Traffic Regulation Order.

     

    Alternatives considered:

    The Council’s Highways Officers did not feel that a reduction in the scale of the proposals was appropriate on either Blackpits Road or Edenfield Road. Consideration was given to reducing the scale of the proposals to just one side of Edenfield Road on the bend situated between Greenbooth Road and Rose Avenue. It was felt that there was insufficient road width available for parking and any relaxation in the proposals would reduce forward visibility and remove one of the key parts of the advertised proposals.

     

    Decision:

    That consideration of the proposed Traffic Regulation Order: Borough of Rochdale ((Civil Enforcement of Traffic contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.126) Order, which proposed to introduce parking restrictions on parts of Blackpits Road and Edenfield Road (A680) be referred to the Cabinet for determination.

     

    Reason for the decision:

    The Sub-Committee has delegated authority to approve and implement the proposed Traffic Regulation Order: Borough of Rochdale ((Civil Enforcement of Traffic contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No.126) Order as advertised. If the Sub-Committee is unable to approve the proposed Order as advertised, then the Council’s Scheme of Delegation requires that the proposal must be referred to the Cabinet for determination.

    The Sub-Committee considered a report of the Director of Neighbourhoods updating on the revenue and capital expenditure commitments and balances of Rochdale Township Fund 2017/2018, to enable the Sub-Committee to allocate funds to proposed projects.

     

    The Sub-Committee were asked to note the expenditure, commitments and balances of Rochdale Township Funds 2017/18 as detailed in Appendices 1 and 2 of the submitted report, the decisions made under delegated authority as detailed at Appendix 3 to the submitted report and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4 of the submitted report. Members of the Rochdale Township Action and Resources Delegated Sub-Committee were requested to note that the projects had been identified for funding from Rochdale Township Funds 2017/18. Members were asked to decide whether to approve, reject or defer the allocation of revenue and capital funds to the proposed projects listed in Appendix 4.

     

    In considering the funding applications the Sub-Committee received oral representations from some of the applicant’s and/or their representatives, who were in attendance at the meeting.

     

    Alternatives considered - in considering the report, Members were asked to

    Decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    Decision:

    1. That the expenditure, commitments and balances of the Rochdale Township Funds 2017/18, as detailed in Appendices 1 and 2 of the submitted report be noted;

    2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

    3. That the Townships and Communities Manager, in consultation with the

    Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

    4. That applications for Township Funds, (as outlined in Appendix 4 of the submitted report); and be dealt with as follows:-
