    The Chair advised of two additional item of business which had been submitted for consideration, namely an application for funding from the Rochdale Township Fund made by the Rochdale Hornets Foundation ( ref: RP/04/18) and a report recommending the release of S106 Funds at Ings lane Play Area, Rochdale.

    To consider applications for funding from the Rochdale Township Fund 2018/19

    The Sub-Committee considered a report of the Director of Neighbourhoods updating Members on the revenue and capital expenditure commitments and balances of Rochdale Township Fund 2018/2019, to enable the Sub-Committee to allocate funds to proposed projects.

     

    The Sub-Committee were asked to note the expenditure, commitments and balances of Rochdale Township Funds 2018/19 as detailed in Appendices 1 and 2 of the submitted report, the decisions made under delegated authority as detailed at Appendix 3 to the submitted report and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4 of the submitted report. Members of the Rochdale Township Action and Resources Delegated Sub-Committee were requested to note that the Townships and Communities manager had assessed all proposed projects to be considered for funding against the criteria of eligibility for the Rochdale Township Fund projects and any specific risks were identified within the report.

     

    In considering the funding applications the Sub-Committee received oral representations from some of the applicant’s and/or their representatives, who were in attendance at the meeting.

     

    Alternatives considered - in considering the report, Members were asked to

    Decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    Decision:

    1. That the expenditure, commitments and balances of the Rochdale Township Funds 2017/18, as detailed in Appendices 1 and 2 of the submitted report be noted;

    2. That the decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted;

    3. That the Townships and Communities Manager, in consultation with the

    Chair, Vice Chair and opposition spokesperson of the Sub-Committee, be given delegated authority to make decisions on any deferred projects;

    4. That applications for Township Funds 2018/2019, (as outlined at Appendix 4 of the submitted report); and be dealt with as follows:-

Section 106 – Ings Lane Play Area pdf icon PDF 99 KB

    Minutes:

    The Sub-Committee considered a report of the Director of Neighbourhoods that sought approval to allocate funds currently held from s.106 open space contributions in the Spotland and Falinge Ward to contribute to improvements to children’s play and recreation at Ings Lane Play Area.

     

    Alternatives considered:

    The Council is required to spend s.106 contributions in accordance with legal agreements and local and national planning policy. Not bringing forward projects to spend s.106 contributions in accordance with these agreements and policies risked the loss of investment in local facilities, and the refunding of monies held from s.106 contributions where there was a time limited period for spend. Proposals put forward in the submitted report were the subject of consultation with Spotland and Falinge Ward Members and reflected their priorities. The use of resources has been considered to maximise the funding available.

     

    Decision:

    The Sub-Committee approves the allocation of £68,574 of s.106 open space contributions from development at the former Innes School (£67,422) and 22 Rooley Moor Road (£1,152) to fund improvements at Ings Lane Play Area.

     

    Reasons for the decision:

    Rochdale Township Members had previously requested that all s.106 open space funded schemes be approved by Members by way of a report to the appropriate (sub) committee. A similar process of reporting exists in the Borough’s three other Townships.

     

    In this particular case a costed scheme has been prepared by the Council’s Environmental Management Service and was supported by the three Spotland and Falinge Ward Councillors. The scheme was within the parameters of the s.106 agreement and the Council’s ‘Provision of Recreational Open Space in New Housing’ Supplementary Planning Document.
