    Minutes:

    Further to Minute 50 – Township Funds - the Principal Townships Officer advised the Committee that with regard to the approval of £1000 for TC/18/14 the funding of a survey in to the use of the Sandy Lane Pelican Crossing that Transport for Greater Manchester had subsequently revised the estimate of the cost of the survey to £4450.  The Committee agreed that the sum of £1000 should be de-committed from scheme TC/18/14 and re-allocated to the Township Revenue Fund and the scheme re-considered at a future meeting of the Rochdale Township Action and Resources Committee when sufficient funds have become available.

     

    DECIDED – that (1) the minutes of the meeting of the Rochdale Township Action and Resources Committee held on 2nd December 2014 be approved as a correct record;

                (2) TC/18/14 – the allocation of £1000 for the funding of a survey in to the use of the Sandy Lane Pelican crossing approved at the meeting of the Rochdale Township Action and Resources Committee held on 20th January 2015 be withdrawn and the allocation of £1,000 be de-committed and returned to the Rochdale Township revenue fund.

    Minutes:

    The Committee considered a report of the Director of Economy and Environment which advised Members of objections received to the proposed ‘No Waiting At Any Time’ with peak time loading restrictions on Shawclough Road and some side streets in Healey Ward.

     

    The recommendation was presented to enable Members to give consideration to the objections received and, in light of the objections, whether or not the published proposals should be implemented.

     

    Alternatives considered: None.

     

    The Director of Economy and Environment reported upon objections received to the proposals.

     

    The Committee considered the views of Mr J Ashworth who addressed the Committee in support of the proposed scheme.

     

    The Committee considered the views of Councillor O’Neill, a Healey Ward Councillor, who addressed the Committee in relation to the proposed scheme

     

    DECIDED – that the Traffic Regulation Order Borough of Rochdale (Civil Enforcement of Traffic Contraventions) (Various Street) (Rochdale Township) Order 2008) (Amendment) (No.83) Order, be implemented as advertised.

    The Committee considered a report of the Director of Economy and Environment which advised Members of objections and comments received in response to the published proposals to introduce a 20mph zone in the Buersil area of Rochdale.

     

    The recommendation was presented to enable Members to give consideration to the objections received and, in light of the objections, whether or not the published proposals should be implemented.

     

    Alternatives considered: The introduction of a 20mph speed limit without the use of traffic calming was considered but it was felt that this approach was inappropriate for this particular location.

     

    The Director of Economy and Environment reported upon objections received to the proposals.

     

    The Committee considered the views of Mr B Jackson who addressed the Committee in relation to his objections to the proposed scheme.

     

    The Committee considered the views of Mr J Godman who addressed the Committee in support of the proposed scheme.

     

    DECIDED – that the Borough Of Rochdale (Buersil Avenue & Various Surrounding Streets, Rochdale)(20 Mph Speed Limit) Order, be implemented as advertised.

    The Deputy Chief Executive presented a report which updated the Committee on revenue and capital expenditure, commitments and balances of Rochdale Township Fund 2014/2015, to enable the Committee to allocate funds to proposed projects.

     

    The recommendations contained in the report were presented as the management of the Rochdale Township Fund was a function delegated to this Committee to determine. Rochdale Township Funds were designed to be allocated to projects that benefit the Township’s communities and environment and which realise the Township’s stated priorities. The Committee monitors and reviews the use of the Rochdale Township Funds to ensure continued efficient and effective use of the Township’s Funds.

     

    The Committee were asked to note the expenditure, commitments and balances for the 2014/2015 Rochdale Township Revenue and Capital Funds and the balances of £12,537 (Capital Fund) and £1,946 (Revenue Fund) as detailed in Appendices 1 and 2 and the decisions made under delegated authority as detailed in Appendix 3 to the submitted report.

     

    Alternatives considered: in considering the report, Members will decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    DECIDED – That (1) the expenditure, commitments and balances for Rochdale Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the submitted report be noted and;

    (2) the decisions made under delegated authority as detailed at Appendix 3 of the submitted report be noted.
