    The Deputy Chief Executive presented a report which updated the Committee on revenue and capital expenditure, commitments and balances of Rochdale Township Fund 2014/2015, to enable the Committee to allocate funds to proposed schemes.

     

    The recommendations contained in the report were presented as the management of the Rochdale Township Fund was a function delegated to this Committee to determine. Rochdale Township Funds were designed to be allocated to projects and schemes that benefit the Township’s communities and the environment and which realise the Township’s stated priorities.

     

    The Committee considered applications for funding from the 2014/2015 Township Revenue and Capital Funds and the balances of £139,489 (Capital Fund) and £46,033 (Revenue Fund) were detailed in the submitted report.

     

    The Committee considered the views of Mr N Warwick who addressed the Committee in relation to application RP/05/14 for the creation of an obelisk (approx 1.5m long x 1m wide x 1m deep) covered in a reproduction of an aerial photograph of the Rochdale World War One Cenotaph that shows the sculpting of the British soldier in repose (or perhaps in death) on top of the monument.

     

    The Committee considered the views of Councillor Hornby, a Castleton Ward Member who addressed the Committee in relation to application TC/03/14 for the Adoption of a 20m section of Durban Street, Rochdale adjacent to the access to St Edwards C of E Primary School and 69 Hanover Street, Rochdale.

     

    The Committee considered the views of Councillor Daalat Ali, a Kingsway Ward Member who addressed the Committee in relation to application TC/04/14 for the Introduction of traffic calming measures with three round topped speed humps and extension of the existing 20mph zone to encompass Count Street, Rochdale.

     

    The Committee considered the views of Councillor Daalat Ali, a Kingsway Ward Member who addressed the Committee in relation to application TC/05/14 for the Introduction of traffic calming measures with four round topped speed humps and two flat topped speeds humps, 20mph repeater signs and extension of the existing 20mph zone to encompass the Charlotte Street and Buersil Avenue area.

     

    Alternatives considered: in considering the report, Members will decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    DECIDED – That (1) the expenditure, commitments and balances for Rochdale Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the submitted report be noted;

           (2) the decisions made under delegated authority, by the

    Townships and Governance Manager in consultation with the Chair, Vice Chair and Opposition Spokespersons, as detailed at Appendix 3 of the submitted report be noted;

           (3) the Townships & Governance Manager, in consultation

    with the Chair, Vice Chair and opposition spokespersons of the Committee, be given delegated authority to make decisions on any deferred projects.

    The Committee considered a report of the Deputy Chief Executive which updated Members on the community centre monitoring process for the period 1st April 2014 to 31st March 2015.

     

    The Committee was advised that a community centre monitoring process had been developed in consultation with the Community Base Network and had been implemented in April 2012.  This process had subsequently been revised and improved each year since its first implementation.

     

    The monitoring process had been further amended for 2014/15 to include additional information and random monitoring visits in order to verify the information received.   These checks are to be carried out by the Community Centre Co-ordinator during the course of the year.

     

    Alternatives considered: Members could request information before the start of the new financial year in the form of an application form.   A sub group could be set up to consider applications.  Monitoring information could then be requested after 6 months and at the end of the financial year.

     

    In considering the report Members suggested that monitoring reports be provided to the Committee on a six monthly basis. Members also asked that future reports on this matter include details of the feedback provided by Community Centre users.

     

    DECIDED – that (1) the monitoring process with the recommended changes outlined in the submitted report be approved ;

                                   (2) future Community Centre monitoring reports should be provided to the Rochdale Township Action and Resources Committee on a six monthly basis;

                                   (3) future reports to the Committee on this matter should include, wherever possible, feedback from users of the Community Centres.

Exclusion of Press and Public

    To consider excluding the press and public from the meeting during consideration of the following item of business in accordance with the provisions of Section 100A (4) of the Local Government Act 1972, as amended.

     

     

     

     

    Minutes:

    DECIDED – That the press and public be excluded from the meeting during consideration of the following items of business since it is likely, that in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present there would be disclosure to them of exempt information, namely information relating to information relating to the financial or business affairs of any particular person (including the authority holding that information).

Spotland Community Centre

Minutes:

The Committee considered a report of the Acting Chief Executive which provided Members with an update with regard to the recent audit of Spotland Community Centre.

 

In considering the report Members suggested that the Community Centre opening times be publicly advertised.

 

Members requested guidance with regard to whether Council Members should sit on the management committees of Community Centres

 

DECIDED – That (1) the funding of the Spotland Community Centre be continued and;

                       (2) the monitoring of the performance of the centre be continued for the next 6 months.
