    Minutes:

    The Committee considered a report of the Director of Economy the purpose of which report was to request approval for the allocation of £6,143 of s.106 Open Space contributions relating to a recent housing development on Hartley Lane, Kirkholt, in order to support the development of a Skate Park within Balderstone Park.

     

    The Committee were notified that the Chair of Rochdale Township had used his delegated powers to authorised £5,000 of expenditure on this project from the above s.106 Open Space contribution, to ensure that external funding was secured.

     

    The recommendations contained in the report were presented as it had previously been agreed that decisions regarding the utilisation of monies received by the Council from new development for the improvement and/or maintenance of local open space be approved by the Township Committee or Sub-Committee. The Kirkholt Million had secured a grant of £60,000 towards a Skate Park in Balderstone Park, subject to securing an additional £6,143 from a third party sponsor. The Skate Park proposal had been developed following extensive consultation by Kirkholt Million and a high proportion of the cost of the Skate Park will be met through external funding.

     

    DECIDED – That (1) the allocation of £1,143.00, from Rochdale Township’s Section 106 local open space budget towards the cost of a new Skate Park in Kirkholt be approved.

                (2) the delegated decision of the Chair of Rochdale Township to

    approve an allocation of £5000 from the Rochdale Township’s Section 106 local open space budget to help fund the costs of a new Skate Park in Kirkholt be noted,

                (3) the total contribution of £6,143.00, as detailed in the submitted report, from the Section 106 contribution received from the Sandbrook housing development, on Hartley Lane, Kirkholt be approved;

    (4) the allocation of funds, as detailed in the submitted report, be used to secure £60,000 of match funding as a third party contributor in relation to a landfill tax grant for the Kirkholt Skate Park, in order to release a further £70,000 of match funding through the Kirkholt Million be approved.

    The Chief Executive presented a report which updated the Sub-Committee on revenue and capital expenditure, commitments and balances of Rochdale Township Fund 2015/2016, to enable the Sub-Committee to allocate funds to proposed projects.

     

    The recommendations contained in the report were presented as the management of the Rochdale Township Fund was a function delegated to this Sub-Committee to determine. The Rochdale Township Funds were designed to be allocated to projects that benefit the Township’s communities and environment and which realise the Township’s stated priorities. The Sub-Committee monitors and reviews the use of the Rochdale Township Funds to ensure continued efficient and effective use of the Township’s Funds.

     

    The Sub-Committee were asked to note the expenditure, commitments, balances and decisions made under delegated authority for the 2015/2016 in Appendix 1, 2. Members were asked to note the decisions made under delegated authority as detailed in Appendix 3 and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4.

     

    Members of the Rochdale Township Action and Resource Sub-Committee were requested to note the Principal Townships Officer’s assessment of the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale Township Fund, priorities of the Township and any specific risks identified.

     

    Alternatives considered - in considering the report, Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    The Sub-Committee considered the views of Councillor Linden, a Milkstone and Deeplish Ward Member, who addressed the Committee in relation to applications RP/09/15 for a Speed Awareness Campaign and TC/18/15 for a one – way system on Kent Street, Rochdale.

     

    The Sub-Committee considered the views of residents of Cutgate Road who addressed the Committee in relation to application TC/04/15 for traffic calming and a 20mph zone on Cutgate Road, Rochdale.

     

    The Principal Township Officer updated the Sub-Committee with regard to a revision of application TC/06/15 to the Half Acre Road Grass Verge Improvement scheme following a site meeting.

     

    DECIDED – That (1) the expenditure, commitments and balances for Rochdale Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the submitted report be noted;

    (2) the decisions made under delegated authority as detailed at Appendix 3 of the submitted report be noted;

    (3) it be noted that the Principal Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Rochdale Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report);

    (4) the summaries of evaluation information for projects funded as

    detailed in Appendix 5 to the submitted report be noted.

     

                (5) the Principal Townships Officer, in consultation with the Chair, Vice Chair and opposition spokespersons of the Committee, be given delegated authority to make decisions on any deferred projects
