    In accordance with Council Procedure Rules, Councillor O’Neill declared a personal and prejudicial interest in relation to application RP/15/15 (Hornets Sporting Foundation Club Origin Series) and therefore did not take part in the discussion or vote.

    The Committee considered the report of the Director of Neighbourhoods updating Members on a recent consultation carried out in relation to a proposed Prohibition of Driving on Gibson Street. Members were requested to decide on whether to proceed with the Traffic Order in the light of the responses received.

     

    The recommendation presented was for Members to consider the results of the consultation and make a decision as to whether the Gibson Street Scheme should be formally advertised as part of the traffic regulation order procedure.

     

    There were no alternatives outlined in the report.

     

    Members discussed the plans (appended to the submitted report) which highlighted the proposed locations for the physical features and the costings involved.

     

    DECIDED – that (1) approval be granted for the Gibson Street Scheme to be formally advertised as part of the traffic regulation order procedure. 

                (2) £7,500 be approved from the Capital Fund for the Scheme.

    The Committee considered the report of the The Director of Neighbourhoods which updated the Sub-Committee on revenue and capital expenditure, commitments and balances of Rochdale Township Fund 2015/2016, to enable the Sub-Committee to allocate funds to proposed projects.

     

    The recommendations contained in the report were presented as the management of the Rochdale Township Fund was a function delegated to this Sub-Committee to determine. The Rochdale Township Funds were designed to be allocated to projects that benefit the Township’s communities and environment and which realise the Township’s stated priorities. The Sub-Committee monitors and reviews the use of the Rochdale Township Funds to ensure continued efficient and effective use of the Township’s Funds.

     

    The Sub-Committee were asked to note the expenditure, commitments and balances for Rochdale Township revenue and capital funds as detailed in Appendix 1 and 2, the decisions made under delegated authority as detailed in Appendix 3 to the submitted report and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4.

     

    Members of the Rochdale Township Action and Resource Sub-Committee were requested to note the Principal Townships Officer’s assessment of the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale Township Fund, priorities of the Township and any specific risks identified.

     

    Alternatives considered - in considering the report, Members were asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    The Sub-Committee considered the views of Andre Murphy who addressed the Sub-Committee in relation to application RP/13/15 – IT Classes and Advice Service.

     

    The Sub-Committee considered the views of representatives of the Friends of Tourcoing Association who addressed the Sub-Committee in relation to application RP/14/15 – Celebration of 50 Years of civic twinned town friendship.

     

    The Sub-Committee considered the views of Ryan Bradley who addressed the Sub-Committee in relation to application RP/15/15 – Hornets Sporting Foundation Origin Series.

     

    DECIDED – That (1) the expenditure, commitments and balances for Rochdale Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the submitted report be noted;

    (2) the decisions made under delegated authority as detailed at Appendix 3 of the submitted report be noted;

    (3) it be noted that the Principal Township Officer had assessed the proposed projects to be considered for funding, against the criteria of the Rochdale Township Fund, priorities of the Township Plan and any specific risks had been identified, (as detailed in Appendix 4 of the submitted report);

    (4) the summaries of evaluation information for projects funded as

    detailed in Appendix 5 to the submitted report be noted.

                (5) the Principal Townships Officer, in consultation with the Chair, Vice Chair and opposition spokespersons of the Committee, be given delegated authority to make decisions on any deferred projects

    (6) applications for Township Funds, (as outlined in appendix 4 of the submitted report); and as, verbally updated by the Township Management Officer, be dealt with as follows:-
