    In accordance with the Council’s Code of Conduct, Councillor Sullivan declared a personal and prejudicial interest in respect of agenda item 16 (application TC/25/16 – St. Mary’s CE Primary School Community Allotment) as she was the Chair of St. Mary’s CE Primary School’s governing body and as such she took no part in the discussion or voting on this application for funding.

    The Sub-Committee considered a report of the Director of Neighbourhoods which advised Members of objections received to a proposed introduction of ‘No Waiting at Any Time’ restrictions on parts of Edenfield Road, Rochdale (A680) between Sandy Lane and Cutgate, in the Township’s Spotland and Falinge Ward. 

     

    The recommendations in the report were presented so as to comply with the Local Authorities’ Traffic Orders, Regulations 1996, whereby the Authority must consider all objections submitted during the consultation period of at least 21 days before ‘making’ a Traffic Regulation Order. The Sub-Committee were asked to consider any objections that had been received and make decision as to whether the scheme could be progressed and new restrictions introduced. The Sub-Committee was informed that in considering the report, the proposed Order had been deemed strategic in nature, as Edenfield Road (A680) was one of Rochdale’s most significant ‘gateway’ roads, situated to the north-west of Rochdale town centre carrying large volumes of vehicles, and should therefore be dealt with in accordance with Section F2 of the Scheme of Delegation to Township Committee. This meant that the Sub-Committee had delegated power to confirm the proposals and the Order. However, if the Sub-Committee wished not to confirm the proposals and the Order, the matter must be referred to Cabinet for determination.

     

    Alternatives considered: The proposal to make a Traffic Regulation Order affecting sections of Edenfield Road (A680) and into several of its side streets in the Spotland and Falinge Ward had been developed for and commissioned by Rochdale Township Action and Resources Delegated Sub-Committee. If the Sub-Committee decided not to introduce the restrictions proposed then issues of junction visibility, forward visibility and impeding the free passage of through traffic would not be addressed by continuing with the current level of restriction on the highway. The Sub-Committee was asked to note that the Traffic Regulation Order had been proposed as a consequence of indiscriminate parking along the lengths of roads concerned affecting driver visibility and road safety. To address this issue it is felt necessary to introduce the proposed Order as originally advertised, and detailed at Appendix A to the submitted report.

     

    The Sub-Committee considered the views of Ms. Dale on behalf of the objectors to the Traffic Regulation Order, who addressed Members objecting to the proposals.

     

    The Committee considered the views of Mr. Smith who addressed the Committee in support of the proposals in the Traffic Regulation Order.

     

    DECIDED – That (1) consideration of the proposed Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Rochdale Township) Order 2008) (Amendment) (No. 108) Order be referred to the Cabinet for determination;

                (2) the Director of Neighbourhoods be requested to submit an additional and revised proposal to the Cabinet for consideration and decision which continues to address issues  of driver visibility and road safety when accessing Edenfield Road from the side streets in the affected area.

    The Committee considered a report of the Director of Neighbourhoods which updated the Sub-Committee on revenue and capital expenditure, commitments and balances of Rochdale Township Fund 2016/2017, to enable the Sub-Committee to allocate funds to proposed projects.

     

    The recommendations contained in the report were presented as the management of the Rochdale Township Fund was a function delegated to this Sub-Committee to determine. The Rochdale Township Funds were designed to be allocated to projects that benefit the Township’s communities and environment and which realise the

    Township’s stated priorities. The Sub-Committee undertook monitoring and a review of the use of the Rochdale Township Funds to ensure continued efficient and effective use of those Funds.

     

    The Sub-Committee were asked to note the expenditure, commitments and balances for Rochdale Township revenue and capital funds as detailed in Appendices 1 and 2, the decisions made under delegated authority as detailed in Appendix 3 to the submitted report and to consider and approve, defer or refuse the allocation of funds to proposed projects detailed in Appendix 4. Members of the Rochdale Township Action and Resource Sub-Committee were requested to note the Principal Townships Officer’s assessment of the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale Township Fund, priorities of the Township and any specific risks identified.

     

    Alternatives considered - in considering the report, Members were asked to decide

    Whether or not to approve the allocation of funds to projects/schemes as appropriate.

     

    DECIDED – That (1) the expenditure, commitments and balances for Rochdale

    Township Revenue and Capital Funds, as detailed in Appendices 1 and 2 of the

    submitted report be noted;

    (2) the decisions made under delegated authority as detailed at

    Appendix 3 of the submitted report be noted;

    (3) it be noted that the Principal Township Officer had assessed the

    proposed projects to be considered for funding, against the criteria of the

    Rochdale Township Fund, priorities of the Township Plan and any specific

    risks had been identified, (as detailed in Appendix 4 of the submitted report);

    (4) the Principal Townships Officer, in consultation with the Chair,

    Vice Chair and opposition spokespersons of the Committee, be given

    delegated authority to make decisions on any deferred projects.

    (5) applications for Township Funds, (as outlined in appendix 4 of the

    submitted report); and as, verbally updated by the Principal Township

    Officer, be dealt with as follows:-
