Declarations of Interest

    Minutes:

    In accordance with the Code of Conduct for Councillors and Co-Opted Members the following declarations were made:-

     

    ·         Councillor Dutton declared personal and prejudicial interests in the funding application from Heywood Cricket Club and left the room during consideration of the application;

     

    ·         Councillor Beswick declared personal and prejudicial interests in the funding application from Heywood Little Monkeys Children’s Charity and left the room during consideration of the application;

     

    ·         Councillor Rush declared a personal interest in the funding application from Heywood Cricket Club;

     

    ·         Councillor Rush declared personal and prejudicial interests in the funding application for Heywood Charities Fete 2017 and left the room during consideration of the application vacating the Chair in favour of the Vice-Chair, Councillor Dutton;

     

    ·         Councillor O’Rourke declared personal and prejudicial interests in the funding application from the Heywood Chess Congress and left the room during consideration of the application;

     

    ·         Councillor Malcolm declared personal and prejudicial interests in the funding application from Roach Dynamos and left the room during consideration of the application;

Urgent Items of Business

    To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.

    Minutes:

    The Township and Engagement Officer informed the Committee that the Chair had agreed to accept three additional applications for funding for consideration at the Sub-Committee as follows:-

    ·         Keep Clear Markings at Waterfold Lane;

    ·         Heywood In Bloom;                                               

    ·         Heywood Chess Congress;

     

    The Chair had also agreed to the circulation of a list of proposed Highways Patching Schemes for consideration as part of Agenda Item 7.

    Minutes:

    The minutes of the meeting of the Heywood Township Delegated Sub-Committee held on 15th November 2016 were considered.

     

    Decision:

     

    That the minutes of the meeting of the Heywood Township Delegated Sub-Committee held on 15th November 2016 be approved and signed as a correct record.

    The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Heywood Township Funds 2017/18 and to enable the Sub-Committee to consider the allocation of funds to proposed projects.

     

    Alternatives considered:

     

    In considering the report, Members would consider whether or not to approve the allocation of funds to projects as appropriate.

     

    Decision:

     

    1.    That the expenditure, commitments and balances for Heywood Township revenue and capital funds as detailed in Appendix 1, 1A and 2 of the report be noted;

    2.    That decisions made under delegated authority as detailed in Appendix 3 of the report be noted;

    3.    That it be noted that the Townships & Communities Manager has assessed proposed projects to be considered for funding against the criteria of eligibility for the Heywood Township Fund, the priorities of the Township and that any specific risks had been identified in the report;

Heywood Township Highways Patching Programme 2017/2018 - Update

    Minutes:

    The Sub-Committee considered an update on the Heywood Township Highways Patching Programme for 2017/2018 further to the meeting of the Heywood Township Committee on 20th March 2017 when the matter had been deferred.

     

    Members received a copy of a document which provided an indication of potential schemes for each ward of the Township.

     

    Alternatives considered:

     

    The Township receives an allocation of funding for highways patching schemes and can decide how the funding is allocated.

     

    Decision:

     

    That the schemes as presented at the meeting be approved as the Heywood Township Highways Patching Programme for 2017/2018.

     

    Reasons for the decision:

     

    The Township is required to determine how it would wish to allocate funding for highways patching schemes for 2017/2018.
