    The Council considered amendments to the appointments made at the Annual Meeting of the Council held on 19th May 2015 and a number of further appointments that were required.

     

    DECIDED – That (1) the appointment of Councillor Sultan Ali as a substitute member of the Joint Scrutiny Committee for Pennine Acute Hospitals Trust in place of Councillor Meredith (with effect from 2nd June 2015) and the appointment of Councillor Emsley to the AGMA Statutory Functions Committee in place of Councillor Daalat Ali (with effect from 2nd June 2015) be noted;

                (2) the following appointments be made: -

    (a)          Councillor West be appointed to the Communities, Regeneration and Environment Overview and Scrutiny Committee in place of Councillor of place of Councillor Mir;

    (b)          The Leader, in consultation with the Chief Executive, be delegated authority to nominate a Labour Group Member to replace Councillor Shefali Farooq Ahmed as a member of the Corporate Overview and Scrutiny Committee;

    (c)          Councillor Cecile Biant be appointed to the Joint Scrutiny Committee for Pennine Care in place of Councillor Hornby;

    (d)          Councillors Brett and Zaheer be appointed to the Borough Regeneration Steering Group;

    (e)          Councillor Rashid be appointed to the Greater Manchester Forest Partnership;

    (f)           Councillor Robinson be appointed to the AGMA Planning and Housing Commission in place of Councillor Beswick;

    (3) the Council notes that Councillor Paolucci is to replace Councillor Duckworth as Opposition/Shadow Portfolio Spokesperson for Corporate and Regulation and that Councillor Shefali Ahmed is to replace Councillor Paolucci as Opposition/Shadow Portfolio Spokesperson for Neighbourhoods and Communities.

    The Council received a report of the Head of Legal and Governance Reform which asked Members to consider required and proposed amendments to the Constitution.  Further to the submitted report and the consideration of the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015 at paragraph 3.1, the Mayor advised that discussions were ongoing between the Local Government Association and the Department for Communities and Local Government on the implementation of the Regulations and that a further report on this matter may be submitted to Council in due course.

     

    DECIDED – That (1) the implementation of the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015be noted and the Council’s Employment Procedure Rules be amended as detailed in the appendix to the submitted report;

    (2) the Employment and Equalities Committee review and agree a revised Disciplinary Procedure for those employees appointed within the Chief Executive and Chief Officer pay bands and any further consequential matters arising accordingly;

    (3) the proposed consideration of matters contained within the Draft Local Authorities (Functions and Responsibilities) (England) Regulations 2015 be noted;

    (4) Article 13 and the Scheme of Delegation to Officers be amended to confirm the ability of the Head of Legal and Governance Reform to sign any document necessary to any Agreement, Variation, bid, grant or other matter in pursuance of a decision by either the Council or the executive or any individual acting under delegated powers as outlined at paragraph 3.6 to the submitted report.
