Mayor's Announcements

    Minutes:

    The Mayor briefly referred to flooding in the Borough on Boxing Day 2015, noting that the Leader of the Council and other Members of the Council would be referring further to the matter during the meeting.

     

    The Mayor permitted Councillor Robinson to address the meeting.  Councillor Robinson thanked Members of the Council for their thoughts and best wishes forwarded following the recent death of her husband.  Councillor Robinson referred particularly to the care and support received form Springhill Hospice.

    Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

    In accordance with the Code of Conduct for Councillors and Voting Co-opted Members, Councillor Bell declared a personal interest in agenda item (9a) Gambling Licensing Policy by virtue of related employment, and Councillor Burke declared a personal interest in agenda item 12(b) ‘Report of Representative to Transport for Greater Manchester’, insofar as the item related to Metrolink, by virtue of related employment.

Update on Cities and Devolution Bill pdf icon PDF 139 KB

    Minutes:

    The Council gave consideration to a report providing an update on the status of the Cities and Devolution Bill and the next steps to implementation, and further seeking confirmation of delegations to the Chief Executive that will enable the necessary legislation to proceed.

     

    DECIDED – That (1) the progress of the Cities and Devolution Bill and next steps required for implementation be noted;

                (2) further to the decision of the Cabinet at a meeting held on 14th January 2016 delegating authority to the Chief Executive, in consultation with the Leader of the Council, to consent to the terms of the Order required to establish the role of Greater Manchester Combined Authority (GMCA) elected Mayor and to provide for the Mayor to exercise the functions of the Police and Crime Commissioner (PCC) in relation to the Greater Manchester Police area, it be noted that the Chief Executive has exercised emergency powers on behalf of the Council to confirm the consent of the Council by 15th January 2015 to ensure passage of the Bill through Parliamentary timetable;

    (3) the Chief Executive, in consultation with the Leader of the Council, be delegated authority to consent to the terms of orders required to enable GMCA to carry out health related functions from April 2016.

Appointments to Serve on the Board of Rochdale Development Agency pdf icon PDF 136 KB

    Minutes:

    The Council gave consideration to a report seeking the appointment of Council representatives to serve on the Board of the Rochdale Development Agency.

     

    DECIDED – That (1) Councillors Williams and Dearnley and the Chief Executive, Steve Rumbelow be appointed to represent the Council on the Board of the Rochdale Development Agency, as Directors, as set out in paragraph 3.3 to the submitted report;

    (2) it be noted that the Council will become the sole member of the company following the adoption of the new Articles of Association by the company at its meeting on 27th January 2016.

    Minutes:

    The Council gave consideration to a report inviting consideration of the re-appointment of Mr Andrew Underdown and Mrs Ann Taylor as Independent Persons to support the Monitoring Officer on standards matter.

     

    DECIDED – That Mr Underdown and Mrs Taylor be re-appointed as independent persons in order to ensure stability and retain the valuable experience accumulated to date.

    Minutes:

    The Council considered a report inviting consideration of the nomination of the Deputy Mayor for 2016/17, presenting the Council calculation and advising of a resulting nomination from the Conservative Group.

     

    DECIDED – That Councillor Duckworth be nominated as Deputy Mayor for the 2016/17 Municipal Year, and the nomination go forward to the next Annual Meeting of the Council.

    Councillor Duckworth reported and responded to issues relating Metrolink within the Transport for Greater Manchester report.

     

    Within their submitted reports, questions, remarks and responses, Members of the Council expressed their thanks and appreciation to the community of the Borough, staff of the Council and other agencies, and all those who had volunteered and provided assistance to those affected by the floods in the Borough on Boxing Day 2015.  It was noted that Council assistance was ongoing to those who homes and businesses had been affected.

     

    DECIDED – That the reports be noted.
