Mayor's Announcements

    Minutes:

    The Mayor referred to the following issues:

     

    a.    Notice of Motion: Westminster

     

    The Mayor reported that in light of the serious terror related incident in London on Wednesday, 22nd March 2017, the Council be requested to suspend Council Procedure Rules to allow for the Chamber to express its view.

     

    RESOLVED:

     

    That Council Procedure Rule be suspended to permit the following Motion to be considered by the Council

     

    The Leader of the Council moved and Councillor Sullivan seconded the Motion below:

     

    “This Council condemns the needless and depraved assault that took place in Westminster on the 22 March 2017 and the devastating impact that this has had on so many people who live, work or were visiting the home of our democracy from across the world. 

     

    We send our sincerest condolences to the families of the victims, including PC Keith Palmer, who were killed in this senseless act and our thoughts are with those who were injured and continue to receive medical treatment.

     

    We share in our Nation’s heartfelt gratitude to those who responded so decisively to provide immediate and continued efforts to save lives, treat those injured and protect the citizens and visitors in the nearby vicinity.

     

    This Council stands firm in a shared belief that any form of hate crime has no place in today’s society and that communities must continue to work together to combat those who would do others harm. We are united in the unshakeable faith we have in our enduring system of democracy and will work to defend it against those who attempt to undermine the principles of freedom and equality in society.

     

    Tonight we send a message to those that seek to divide us – you may hurt us but you will never break us and you will always fail.”

     

    On being put to the vote, the motion was declared to be carried and it was RESOLVED accordingly, where upon the Council was asked to stand and observe a period of silence as a mark of respect to the victims of the attack.

     

    a.    Mrs. Pauline Kane

     

    The Mayor referred to the imminent retirement of the Council’s Director of Resources, Mrs. Pauline Kane, on 30th April 2017, after 10½ years in the employ of the Council.

     

    The Mayor invited the Leader of the Council, the Portfolio Holder for Finance and the Conservative Group’s opposition spokesperson for the Finance Portfolio to address the Council in tribute to Mrs. Kane after which she was invited forward to receive a bouquet and the formal acknowledgement of the Council for her dedication and commitment to the Council.

Declarations of Interest

    Members are requested to indicate at this stage any items on the agenda in which they intend to declare an interest.  Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any personal or discloseable pecuniary interest required of them and, in the case of any discloseable pecuniary interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

    Councillor Zaman declared personal and prejudicial interests in Agenda Item 6 – Nomination of Deputy Mayor 2017/18 and he left the room during consideration of the item.

    Minutes:

    The Council considered the minutes of the Budget Council meeting held 1st March 2017.

     

    RESOLVED:

     

    The minutes be approved as a correct record and signed by the Mayor.

    It will be moved by Councillor Sullivan and seconded by Councillor Howard that:

     

    “This Council welcomes the future consultation on the potential use of Public Space Protection Orders in the Town Centre and recommends the introduction of similar Orders to enhance road safety outside Schools.

     

    As a Council we are committed to protecting the safety and welfare of the Borough’s children, which is often put at risk by irresponsible and dangerous parking outside schools. 

     

    This Council calls upon the Cabinet to develop proposals to trial Public Space Protection Orders around schools with known parking problems to tackle the associated risk to children, parents and carers; and following a period of monitoring  to establish the success of this initiative, the Council should explore options to roll out a programme of Protection Orders around all schools”

     

    Minutes:

    It was moved by Councillor Sullivan and seconded by Councillor Howard that:

    Minutes:

    The Council received a report inviting consideration of the nomination of the Deputy Mayor for 2017/18, presenting established method for appointing to this position and advising of a resulting nomination from the Labour Group.

     

    RESOLVED:

     

    That Councillor Zaman be nominated as Deputy Mayor for the 2017/18 Municipal Year, and the nomination go forward to the next Annual Meeting of the Council.

    Minutes:

    The Council considered a report that outlined a series of proposals arising from a review of the Council’s governance arrangements insofar as they relate to decision making structures.

     

    RESOLVED:

     

    (1) approval be given to the disestablishment of the Employment and Equalities Committee and the transfer of delegations to the bodies, as set out at Appendix 1 to the submitted report;

    (2) approval be given to the establishment of a Chief Officer Employment Committee and its terms of reference as et out at Appendix 2 to the submitted report;

    (3) elected Member representation on the Central Health and Safety Committee and Joint Consultative Committee be withdrawn and existing functions be undertaken by a Joint Consultative Group;

    (4) the cycle of meetings for all Committees other than Cabinet and Planning and Licensing be set at eight weeks;

    (5) the Monitoring Officer be granted delegated authority to make consequential amendments to the Constitution.

    Minutes:

    The Council considered a report that requested consideration of recruitment to the post of Director of Resources.

     

    RESOLVED:

     

    (1) approval be given to the recruitment to the post of Director of Resources within the existing Director’s salary range of £95,169 to £122,464;  

    (2) the Chief Officer Employment Committee be given delegated authority to undertake all activities in relation to the appointment to the post of Director of Resources;

    (3) the Chief Officer Employment Committee be given delegated authority to undertake appoint to all future Director posts and that the Council’s Constitution be amended accordingly;

    (4) the Council notes and confirms the actions taken by the Chief Executive under urgency provisions to start the recruitment process.
