    Members must indicate at this stage any items on the agenda in which they must declare an interest.  Members must verbally give notice of their interest at the meeting and complete the form attached with this agenda. 

     

    Members are also advised to take advice with regard to any matter where there is potential bias or predetermination in any business to be considered at the meeting and whether they should take part in decision making at the meeting.

     

    Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

F and A S Maskew Bequest - Revised Delegated Operational Arrangements pdf icon PDF 482 KB

    Minutes:

    The Committee considered the report of the Deputy Chief Executive which sought agreement for a revision of the agreement for delegated powers to Interim Head of Customers & Corporate Directorate for the expenditure of funds from the F and A S Maskew Bequest.

     

    The proposal sought approval from the Committee for the Interim Head of Customers & Corporate Directorate to retain the authority to approve expenditure from the Maskew Bequest for the purposes of the purchase of books and the promotion of and engagement with the F and A S Maskew Bequest Collection.

     

    The proposal further sought approval of a revision of the delegation arrangements agreed at the meeting held on 4th September in respect of expenditure in excess of £10,000 per annum. The Deputy Chief Executive sought for this delegation to be amended to proposed expenditure in excess of £10,000 for individual items.

     

    In discussion the Committee raised concerns regarding the current level of expenditure of the Bequest fund and requested that a further report providing financial information and details of the expenditure from the F and A S Maskew Bequest including the costs incurred by the Literature and Ideas Festival be submitted to the next meeting of the Charitable Trustee Committee.

     

    DECIDED – that (1) the Director of Customers & Corporate be authorised to approve expenditure from the Maskew Bequest for the purposes of the purchase of books and the promotion of and engagement with the F and A S Maskew Bequest Collection;

                (2) proposed expenditure in excess of £3,000 for individual items to be the subject of report to this Committee for approval, with any urgent matters requiring decision prior to the convening of a meeting of the committee being delegated to the Director of Customers & Corporate after consultation with the Chair and Vice-Chair of this Committee and;

                (3) the Director of Customers & Corporate be requested to submit a report to the next meeting of the Charitable Trustee Committee detailing the financial expenditure from the F and A S Maskew Bequest.

Lenny Barn Update

    The Director of Economy and Environment to report

    Minutes:

    The Director of Economy and Environment verbally updated the Committee on the use of land at Ings Lane, Rochdale, that land falling within the Lenny Barn Trust. The Committee was informed that the Charity Commission had confirmed that a named Officer from the Economy and Environment Directorate had the power to act on behalf of the Trust, and that subsequently permission for the siting of a builder’s compound at the Ings lane site was given, and a fee charged and retained in a ring-fenced account for the Trust. The Committee confirmed that in order to maintain the operational arrangements of the land, the Director of Economy and Environment was authorised to manage the Trust land, and to seek appropriate recompense for any temporary use of the land that is not subject to objection and which would not prejudice the objectives of the Bequest.

     

    DECIDED – That (1) the report be noted and;

    (2) the Director of Economy and Environment be authorised to manage the Trust land and to seek appropriate recompense for any temporary use of the land that is not subject to objection and which would not prejudice the objectives of the Bequest.
