    Members must indicate at this stage any items on the agenda in which they must declare an interest.  Members must verbally give notice of their interest at the meeting and complete the form attached with this agenda. 


    Members are also advised to take advice with regard to any matter where there is potential bias or predetermination in any business to be considered at the meeting and whether they should take part in decision making at the meeting.


    Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

    The Committee considered a report of the Head of Legal Governance and Reform which advised Members of the of the response received from the Charity Commission in relation to the application for an order removing the Doctor Chadwick’s Trust Fund from the register of charities.


    The Committee was advised that the Charity Commission had refused the application made by the Council for an order under Section 34 of the Charities Act 2011 to remove Doctor Chadwick’s Fund from its Register of Charities as their records indicated that this charity has been set up for “exclusively charitable” purposes in accordance with its governing document.


    A verbal update was provided to the Committee with regard to further independent advice received from Mr Neil Halliwell, Barrister at Law, in relation to the refusal of the Charity Commission to grant an order.


    DECIDED – that the Head of Legal Governance and Reform be authorised to seek clarification from the Charity Commission as to the Trust’s governing document and their grounds for refusal to remove the Doctor Chadwick’s Trust Fund from the register of charities.
