    Councillor West stated that she had participated in the making of decisions on the Middleton applications as a member of the Middleton Town Planning Sub-Committee. She would, however, be approaching both applications before this Committee with an open mind.

Erection of one detached dwelling - part retrospective

    Minutes:

    The Director of Economy and Environment reported on submitted planning

    application 14/00261/FUL, for the erection of one detached dwelling - part retrospective, at land adjacent to 22 Alkrington Hall Road South, Middleton.

     

    Members were informed that this matter, which had come to the Committee at their meeting in July, was back before them to give objectors to the proposal an opportunity to appear and speak.

     

    There were no objectors present and Mr B Thornley, the agent for the applicant, addressed the Committee in support of the application.

     

    DECIDED – the Committee is minded to grant planning permission subject to

    a) the completion of a Section 106 planning obligation in order to secure a

    commuted sum payment for the provision (including 20 year maintenance)

    and/or improvement of off-site Recreational Open Space in accordance with

    the requirements of Unitary Development Plan policy H/6 and its associated

    Supplementary Planning Document: Provision of Recreational Open Space in

    New Housing;

    b) the Council entering into an agreement under the provisions of Section 106

    of the Town and Country Planning Act 1990 and other appropriate legislation

    with regard to the matters set out above;

    c) the Head of Planning be authorised to issue the decision notice on

    completion of the Section 106 Agreement; and

    d) the conditions as set out in the submitted report, plus a further condition that the development must be completed within three years.

Outline application (including access only) for up to 303 dwellings and associated highway, landscaping, public open space and infrastructure provision

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00357/OUT, for outline approval (including access only) for up to 303 dwellings and associated highway, landscaping, public open space and infrastructure provision at land off Don Street, Middleton.

     

    The Committee were informed that an additional letter of objection had been received.

     

    Mr Edwards addressed the Committee on behalf of the objectors and Mr Barton on behalf of the applicant.

     

    Councillor Donna Martin spoke as Ward Councillor.

     

    DECIDED – the Committee is minded to grant planning permission subject to

     

    a) the completion of a Section 106 planning obligation in order to secure secure (subject to future assessment(s) of the scheme’s viability)

    1)       The provision of open space on site and/or an off-site contribution in lieu of on-site provision (as appropriate) in accordance with the provisions of UDP policy H/6 and its associated SPD: Provision of Recreational Open Space in New Housing.

    2)       The provision of affordable housing on site and/or an off-site contribution in lieu of onsite provision in accordance with the provisions of UDP policy H/7 and its associated SPD: Affordable Housing.

    3)       A financial contribution not exceeding £1,199,880 towards the provision of new schools places in the Middleton Township.

    4)       A financial contribution not exceeding £220,000 towards improvements at Mills Hill Railway station including: (i) the provision of two new platform shelters; (ii) additional platform seating; (iii) car park resurfacing and marking out; and (iv) a Transmission

    Voice Machine in accordance with the provisions of UDP policy A/19.

     

    b) the Council entering into an agreement under the provisions of Section 106 of the Town and Country Planning Act 1990 and other appropriate legislation with regard to the matters set out above;

     

    c) the Head of Planning be authorised to issue the decision notice on completion of the Section 106 Agreement; and

     

    d) the conditions as set out in the submitted report.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00457/FUL for the erection of 23 dwellings with associated landscaping and car parking at Mayfield Sports Centre Keswick Street Rochdale OL11 3AG.

     

    There were no objectors present and Mr Atkinson spoke on behalf of the applicant.

     

    Councillor Hornby spoke as Ward Councillor.

     

    The Committee agreed to defer consideration of this application for further information to be submitted.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00542/OUT, for outline application, with all matters reserved, for a mixed use business park comprising buildings within development plots as shown on the site location plan for General and Light Industrial Uses (Classes B1 and B2), Offices in the Use Class B1, Distribution and Storage Uses (Class B8), Research and Development Uses in Use Class B1, Car Showrooms (Sui Generis Use), Hotels in Use Class C1, Ancillary Retail and Leisure in Use Classes A1 - A5 and D2, and Residential in Use Class C3 at Kingsway Business Park John Boyd Dunlop Drive Rochdale OL16 4NG

     

    The Committee were informed that a further letter of objection had been received.

     

    There were no objectors present and the applicant addressed the Committee.

     

    DECIDED - to grant planning permission, subject to the conditions set out in the report
