Erection of 23 dwellings with associated landscaping and car parking

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00457/FUL for the erection of 23 dwellings with associated landscaping and car parking at Mayfield Sports Centre Keswick Street Rochdale OL11 3AG. Consideration of this application had been deferred from the last meeting of the Committee for further information.

     

    There were no objectors present and Ms Sanders spoke on behalf of the applicant.

     

    DECIDED:- 1) the Committee is minded to grant planning permission subject to the conditions set out in the report and subject to the completion of a planning obligation under Section 106 of the Town & Country Planning Act, to vary the provisions of the Unilateral Undertaking dated 19th October associated with planning approval 11/D54897 in respect of:

                a) Contributions towards recreational open space (both on and off       site) in accordance with the provisions of UDP policy H/6.

                b) The provision of affordable housing on site in accordance with the requirements of UDP policy H/7.

                c) Contributions towards improvements at Castleton Railway    Station in        accordance with the provisions of UDP policy A/19.

    2) That the Chief Planning Officer be authorised to issue the decision notice upon completion of the planning obligation.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00808/FUL, for the change of use from retail (use class A1) to dwellinghouse (use class C3), including external alterations to front and rear elevations of building (Resubmission of 14/00436/FUL) at 860 Manchester Road, Castleton, Rochdale OL11 2SP.

     

    No objectors were present and the applicant addressed the Committee.

     

    DECIDED:- that the application be refused on the grounds set out in the report.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application14/00869/FUL, for the creation of dry store to first floor at the west facing elevation (Resubmission of 14/00149/FUL - Retrospective) at the Norden Arms (Former Blue Ball Inn), 539 Edenfield Road, Rochdale.

     

    The objectors and the applicant addressed the Committee.

     

    DECIDED:- that the application is approved, subject to the condition that the approval relates to the following plans:-

     

     13-034-E 01

     13-034-S 02

     13-034-S 03

     

    and the development shall not be carried out other than in complete accordance with these drawings hereby approved.

Single storey extension connecting delicatessen and public house to provide indoor seating area

    Minutes:

    The Director of Economy and Environment reported on submitted planning application14/00808/FUL, for a single storey extension connecting delicatessen and public house to provide an indoor seating area (Resubmission of 14/00525/FUL) at the Norden Arms (Former Blue Ball Inn), 539 Edenfield Road, Rochdale.

     

    The objectors and the applicant addressed the Committee.

     

    DECIDED:- that the application is approved, subject to the following conditions:

    1) The development must be begun not later than the expiration of three years beginning with the date of this permission.

     

    2) This permission relates to the following plans:-

     

     14-006-P01

     13-034-P01C

     14-006-S 03C

     

    and the development shall not be carried out other than in complete accordance with these drawings hereby approved.

     

    3) Notwithstanding any description of materials in the application no development shall take place until samples or full details of materials to be used externally on the building(s) have been submitted to and approved in writing by the Local Planning Authority. Such details shall include the type, colour and texture of the materials. Only the materials so approved shall be used in accordance with any terms of such approval.

     

    4) The proposed extension shall not be open for trade or business before 08:30 hours nor after 00:00 (midnight) hours Sunday to Thursday inclusive; or before 08:00 hours nor after 01:00 hours on Fridays and Saturdays.

     

    5) The proposed roof lights shall be installed and retained in accordance with the details shown on the approved plan (14-006-S 03C - roof light reference number GPL UK08 3060 Velux) and shall be sealed so as to ensure that they cannot be opened.

     

    6) The window and doors shall be fitted in complete accordance with the details shown on the approved plan (14-006- S 03C) and retained as such thereafter.

Use of land as an extension to the grounds of the existing Sparth Islamic Centre including the erection of a 2m high boundary wall

    Councillor Linden withdrew from the Committee for this item.

     

    The Director of Economy and Environment reported on submitted planning application 14/00621/FUL for the use of land as an extension to the grounds of the existing Sparth Islamic Centre, including the erection of a 2m high boundary wall at the Sparth Islamic Centre, Albion Road, Rochdale.

     

    There were no objectors present and the applicants addressed the Committee.

     

    Councillor Linden addressed the Committee in his role as Ward Councillor

     

    DECIDED:- that the application be approved subject to the following conditions:

     

    1) The development must be begun not later than the expiration of three years beginning with the date of this permission.     

                           

                Reason: To comply with the requirements of section 91 of the Town and Country Planning Act 1990 as amended by Section 51 of the Planning and Compulsory Purchase Act 2004.

     

    2) This permission relates to the following plans:-         

                           

                Plan 1:100 1021/1      

                Elevation 1:100 1021/2          

                Site Plan (not to scale) 1021/3           

                           

    and the development shall be carried out in complete accordance with these drawings hereby approved.           

                           

                Reason: For the avoidance of doubt and to ensure a satisfactory standard of development in accordance with the policies contained within the Rochdale Unitary Development Plan and the National Planning Policy Framework.

     

    3) Notwithstanding any description of materials in the application no development shall take place until samples or full details of materials to be used in the construction of the boundary wall hereby permitted have been submitted to and approved in writing by the Local Planning Authority. Such details shall include the type, colour and texture of the materials. Only the materials so approved shall be used, in accordance with any terms of such approval.         

                           

                Reason: In order to ensure a satisfactory appearance in the interests of visual amenity in accordance with Policy BE/2 of the Council’s Unitary Development Plan.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/00731/FUL, for the installation of a 60kw wind turbine (maximum height to 32.60m) with ancillary equipment, including external control cabinet, at Shawfield Dairy Farm, Shawfield Lane, Rochdale.

     

    There were no objectors present and the agent for the applicant addressed the Committee.

     

    DECIDED:- that the application is approved, subject to the conditions set out in the report.
