    The Head of Legal and Governance Reform presented a report which provided updated figures for the purpose of the nomination of the Deputy Mayor for 2015/16 in accordance with the Council’s agreed procedure. The nomination of Deputy Mayor for the following Municipal Year is a function of the Licensing and Regulatory Committee.


    DECIDED:- That the Council be requested to support the recommendation of this Committee for the nomination of Councillor Ray Dutton for the office of Deputy Mayor 2015/16 on behalf of the Labour Group.

Implications of the approach to licensing of Hackney Carriage vehicles adopted by Rossendale Borough Council pdf icon PDF 2 MB

    The Director of Economy & Environment presented a report updating members of the Committee on the implications for the Council of the policy adopted by Rossendale Borough Council in relation to the licensing of Hackney Carriage vehicles. 


    DECIDED:- 1) The implications for the Council of the approach to the licensing of Hackney Carriage vehicles adopted by Rossendale Borough Council were noted;


    2) The Committee was in agreement that a formal approach should be made to Rossendale Council, with a view to initiating positive and constructive dialogue on a more closely-aligned approach to the granting of Hackney Carriage licences in both authorities, with particular regard to the improvement of standards (for the benefit of residents and the licensed trade).  This dialogue could be widened in due course to include other AGMA authorities.  The Committee also considered an approach to the Local Government Association to seek their views on the matter would be a positive step;


    3) The Committee would receive an update report on this dialogue at its meeting on 30th March 2015;


    4) An Intended Use Policy should be drawn up and presented to it for future consideration; and    


    5) Officers were requested to further develop the options set out in the report for a more robust approach towards operators who employ drivers who hold a Hackney Carriage licence in another area but operate as a Private Hire driver within the area of Rochdale Council, and bring a report to a future meeting of the Committee.
