Implications of the approach to licensing of Hackney Carriage vehicles adopted by Rossendale Borough Council

    Verbal update

    Minutes:

    The Director of Economy and Environment reported that, further to Minute 141 of the meeting of the Committee held on 18th March 2015, the Portfolio Holder for Public Health and Regulation and Council Officers had met with counterparts from Rossendale Borough Council to discuss issues relating to Hackney Carriage licensing.  Both sides had stated their respective positions and approaches on this issue, and the following matters had been agreed:-

    (i)     Rochdale Officers would forward proposed measures to Rossendale Borough Council, and it was confirmed that this action had been undertaken on 26th March;

    (ii)    Rossendale Borough Council would reflect on these submissions and undertake a consultation, the date of which was still to be determined;

    (iii)   The Group would re-convene, and a confirmed date of 23rd April 2015 was advised; and

    (iv)   A joint enforcement exercise with Rossendale Officers, attending ‘hotspots’ in the Rochdale Borough, would be undertaken with a view to rigorous enforcement activity.

     

    The Committee was further advised that the Overview and Scrutiny Committee had expressed an interest in this matter and a report would be made to a forthcoming meeting of that Committee. 

     

    The Chair indicated that she would write to her counterpart at Rossendale Borough Council expressing support and encouragement for the considerations now being given to this issue.

     

    DECIDED – That the verbal report of the Director of Economy and Environment be noted and the progress on this matter welcomed.

Residential Development of eight dwellings and associated works - Land off Broad Lane, Rochdale pdf icon PDF 424 KB

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/01520/FUL for a residential development comprising eight dwellings and associated works on land off Broad Lane, Rochdale.

     

    There was no objector present to address the Committee.  A representative on behalf of the applicant addressed the Committee in relation to the application and responded to questions from the Committee.

     

    DECIDED – That planning permission be granted subject to the conditions contained within the submitted report.

Demolition of Buildings and Erection of Three Dwellings - Land of Todmorden Road, Summit, Littleborough pdf icon PDF 224 KB

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/01428/FUL for the demolition of existing buildings and the erection of three dwellings on land off Todmorden Road, Summit, Littleborough and on agreed changes to the proposal since consideration by the Pennines Township Planning Sub-Committee. 

     

    There had been no objections to the submitted application.  The agent for the applicant addressed the Committee in respect of the application and matters raised previously by the Pennines Township Planning Sub-Committee, and responded to questions from the Committee.

     

    Councillor Hartley addressed the Committee as a Ward Councillor, then left the room and took no further part in the consideration of this item.

     

    The Director of Economy and Environment advised that, should the Committee be minded to approve the application, under delegated powers Officers would be unable to issue a Decision Notice until such time as  drawings indicating elevations and other matters had been received by the Council.

     

    DECIDED – That the Committee be minded to approve the application, the application being deferred and the Head of Planning being delegated to issue the Decision Notice on receipt of the necessary plans.

Change of Use from Residential to Teaching Centre and Place of Worship - 256 Ashfield Road, Rochdale.

    Minutes:

    The Director of Economy and Environment reported on submitted planning application 14/01525/FUL for the change of use of a property at 256 Ashfield Road, Rochdale from C3 residential use to a D1 use as a Teaching Centre and Place of Worship.

     

    Representatives of Greater Manchester Police, as objectors to the application, addressed the Committee.

     

    DECIDED – That public be excluded from the meeting during consideration of the following part of the businessin accordance with the provisions of Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972 as amended as it is likely, in view of the business to be transacted or the nature of the proceeding, that if the public were present there would be disclosure to them of exempt information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime.

     

    Representatives of Greater Manchester Police responded to questions from the Committee.

     

    DECIDED – That the public be re-admitted to the meeting.

     

    A representative of the applicant addressed the Committee in respect of the application and responded to questions from the Committee.

     

    Councillors Linden and Zaman, as Ward Councillors, addressed the Committee in respect of the application.

     

    DECIDED – That the planning permission be refused for the reasons detailed within the submitted report.
