Declarations of Interest

Minutes:

Councillors Davidson and Stott declared personal interests in a funding applications from “Pennies in Bloom” which was part of Agenda Item 6. Both Councillors played no part in the discussion or voted on these applications. Councillor Davidson chose to leave the room during the discussion.

11.

Urgent Items of Business

To determine whether there are any additional items of business which, by reason of special circumstances, the Chair decides should be considered at the meeting as a matter of urgency.

Minutes:

Councillor Taylor raised an urgent item of business in regards to a matter agreed at the last meeting of Full Council. It was agreed that a road safety working group would be formed with the appropriate portfolio holder with a representative from each Township.

 

Members discussed the issues and agreed that Councillors Taylor and Emsley would be the Townships nominated representative, with Councillor Stott being the nominated substitute.

 

Members felt that given the importance of this issues that the wider the scope of Members possible would be a benefit to the working groups output.

 

RESLOVED:

 

That Councillors Taylor and Emsley be the Townships nominated representative to the road safety working group, with Councillor Stott being the nominated substitute.

Objections to Traffic Order - Union Road, Dearnley pdf icon PDF 384 KB

To consider objections to a Traffic Order

Minutes:

Members received a report on proposed alterations to No Waiting At Any Time restrictions on the recently extended Union Road, it was noted that the restrictions had been advertised and the Council had received two objections.

 

The report provided Members with the background to the proposal and reported the points made by the objectors to assist members to form a decision whether to implement, and to what extent the Order would be introduced.

 

Members were informed that it was the view of Highways Officers that the Order should be introduced to address parking issues which could obstruct the turning head situated at the end of the cul de sac, and also on the west side of the recently constructed section of Union Road to be consistent with the remainder of that highway.

 

Members received representation from a Member of the public who supported the traffic order sighting safety concerns and highway obstructions. Members consider all evidence as provided and agreed that the safety of residents was of the highest priority.

 

RESOLVED:

 

That the Committee agree the proposed Traffic Regulation Order, Borough of Rochdale ((Civil Enforcement of Traffic Contraventions) (Various Streets) (Pennines Township) Order 2008) (Amendment) (No.69) Order be implemented as advertised.

The Sub-Committee considered the report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Pennines Township Funds 2018/19 and to enable the Sub-Committee to consider the allocation of funds to proposed projects.

 

Alternatives considered: In considering the report, Members would consider whether or not to approve the allocation of funds to projects as appropriate.

 

RESOLVED

  1. That the expenditure, commitments and balances for Pennines Township revenue and capital funds as detailed in Appendix 1, 1A and 2 of the report be noted;

 

  1. That decisions made under delegated authority as detailed in Appendix 3 of the report be noted;

 

  1. That it be noted that the Townships and Communities Manager has assessed proposed projects to be considered for funding against the criteria of eligibility for the Pennines Township Fund, the priorities of the Township and that any specific risks had been identified in the report;

 

  1. That the applications for Township Funds be dealt with as outlined in the table below.
