Exclusion of Press and Public

    To determine any items on the agenda, if any, where the public are to be excluded from the meeting.

    The Sub-Committee RESOLVED to consider the matter before it in public, however, reminded attendees that they may exclude the press and public should it need to consider any legal advice.

    The Sub-Committee considered the report of the independent investigating officer on the outcome of his investigation into complaints that Councillor Allen Brett had breached the Code of Conduct for elected members.

     

    In considering the report, the Sub-Committee heard from Councillor Brett’s representative, who confirmed that the findings of facts contained in the report were agreed.  He further advised that upon receipt of the draft report, Councillor Brett had offered his sincere and unreserved apologies.

     

    Having considered the written and oral representations, the Sub-Committee concluded that:

     

    1.    The findings of fact as presented in the report were accepted;

    2.    Councillor Brett had breached Paragraph 5 of the Code of Conduct for Members in that he had brought himself and the authority into disrepute;

    3.    That whilst Councillor Brett had apologised, his conduct fell below that expected of a member in his position.  Accordingly additional sanctions were agreed:

     

    ·         That the findings of the sub-committee in respect of the subject member’s conduct would be published

    ·         That the Monitoring Officer would be instructed to arrange training for the subject member

     

    Having considered the circumstances of the complaint, the sub-committee also requested that the monitoring officer would be required to arrange refresher training on the Code of Conduct for all Members of the Council.
