    Minutes:

    All were welcomed to the meeting and introductions took place.  The Chair referred to the code of conduct and asked all to abide by the code for the duration of the meeting.  Apologies were received from Councillor Linden, Councillor Zaman, G. Wood, T. Lonergan and M. Imran.

Matters arising from previous minutes

    Minutes:

    Mandale Park Blocked Drains
    The issue was reported to Ian Trickett, it is currently being investigated.
    Action (1) Report progress to the forum (Tony Thomas)

    Heath Street Rear
    The missing lock reappeared for a short time; the issues are still ongoing.  Welding a lock and chain to the gates may be a solution.  Residents shared their fears and concerns about the impact this is having on their safety and on their home insurance.
    Action (2) Provide residents with new lock and keys for alley gates (Tony Thomas)
    Action (3) Request letter be sent to residents reiterating their responsibilities (Tracey Knight)

    Former Castle Pub
    No improvements or action appears to have been taken.
    Action (4) Establish whether Gez has issued the owner with a ‘notice to improve’ (Tracey Knight)

    Norman Road Trees
    This issue was reported incorrectly at the last meeting; the overgrown trees are located at the top of Sparth Bottoms Road and are owned by Great Places.
    Action (5) Serve notice on Great Places to request trees are cut back (Tony Thomas)

Greater Manchester Police

    Minutes:

    An update was provided regarding current crime statistics.  The forum was informed that there had been no recorded ‘burglary dwellings’ since January 2014, this is a noticeable reduction.

    There are currently no PACT priorities set for this area because residents do not attend the PACT meetings.  The forum was encouraged to attend the PACTS to raise issues and actively engage in the policing where they live.

    It was reported that mini moto’s are causing a nuisance in the area.  Youths are riding without helmets on surrounding streets and roads with no regard for their own safety or that of others.  The Police stressed the importance of reporting crimes of this nature.

    SparthYouth Group Presentation
    The young people have been working on two projects and wanted to update the forum on their progress.

    Sparth Fun Day took place on 23rd March 2014 and the event was organised by the group.  Activities included a treasure map, bouncy castle, health checks and many more.  The group are keen to be involved in arranging more events; Kenny suggested that they volunteer at the Summer Festival held in August.  The event raised a total of £200 for Sport Relief, the volunteers were thanked for their time and effort, and everyone agreed the event was a success.

    Recycling Bike Project is a joint project in partnership with Rochdale Pioneers Museum.  Young people are recycling bicycle parts into a moving, interactive sculpture.  The group have learnt new skills and are working towards a level 2 national accreditation in art.  The sculpture will be displayed at the Pioneers Museum in time for the Tour de France later in the year.


    Heath Street
    It was reported at the last meeting that builders’ waste had been dumped in the alley at the rear of Heath Street.  Following inspection, Tony reported that there wasn’t sufficient waste dumped to be able to serve notice, furthermore the Council wouldn’t remove waste of this type.

    Indiscriminate parking
    It was reported that cars were parking alongside bollards on Norman Road sometimes causing an obstruction for larger vehicles in the process.  Other incidents of indiscriminate parking were discussed.  The forum was advised when to contact parking enforcement and when to contact the police.

    Clean-up off Norman Road
    Thanks were given to Tony for his swift response in arranging a clean-up on the fields off Norman Road.
