Introductions and Apologies/Code of Conduct pdf icon PDF 23 KB


    The Chair introduced himself to the Forum and thanked everyone for attending. Attention was drawn to the code of conduct and all attendees were asked to abide by the code for the duration of the meeting.

    Apologies had been received from GMP representatives.


PACT Meeting - Greater Manchester Police


    Apologies had been received from GMP, however information had been provided.

    GMP have been receiving a high number of calls in relation to off road bikes. Over the last few months GMP Off Road Bike Unit have made several appearances on the estate. In July / August an off road bike and quad bike was seized. Issues of this nature should be reported on the appropriate telephone number.

    Since the last Area Forum GMP representatives have held a coffee morning at the sheltered accommodation on Broad Lane as there have been a number of burglaries in the area. Crime reduction advice leaflets were also handed out.

    PCSO Holland is currently training to become a PCSO key worker. On completion of the training PCSO Holland will be allocated families who require multi agency support.

    No statistics had been received in relation to reported incidents in the Ward for the previous three months.

    Residents raised concerns about anti-social behaviour in Balderstone Park, off road bikes, vandalism to bus shelters on Oldham Road, PCSOs being rarely seen in the Ward and the lack of attendance by GMP representatives at tonight’s meeting.




    Rochdale Boroughwide Housing
    A lengthy discussion took place in connection with two regeneration projects in the area – The Strand and Rudyard Corridor.

    The Forum was informed that:


    ·           Discussions had taken place with the traders who will be required to move to another unit temporarily.

    ·           Plans illustrating the project are available at Kirkholt drop in centre.

    ·           Demolition is likely to take place May/June 2016.

    ·           Construction of the new ‘Strand’ is likely to take twelve months.

    ·           The demolition contractors have not been approved yet.

    ·           Traders will be compensated financially for any inconvenience caused and the refurbishment of let properties.

    ·           Any compensation awarded will be influenced by the traders lease agreement.

    ·           The Youth Service base will be affected by the project.

    ·           All RBH residents within the demolition area have now been rehoused although discussions are continuing with the owners of private properties in the affected area.

    ·           Homes are likely to be demolished in two phases.


    Although the Forum accepted that the regeneration projects would be happening some Forum members expressed their disappointment/concerns in relation to:

    The houses being demolished rather than being modernised.

    Contingency plans in the event of problems arising.

    Land being left following demolition to become overgrown.

    Forum members were informed that the houses being demolished were in a poor state of repair and the undertaking of any modernisation programme would be costly. It was also explained that the decision to demolish was taken when investment was expected but this never materialised. Plans and preparation have moved forward a great deal therefore we need to progress as planned.

    It was explained to the Forum that contingency plans were in place should problems occur. However it is hoped that any problems will be kept to an absolute minimum as a great deal of planning and preparation had gone into this exercise.

    RBH are keen to keep the site as tidy as possible and will put an interim site management plan in place. Plans are in place to erect a knee high rail and plant flowers.

    Youth Service
    Three young people from the youth club on Kirkholt attended the meeting to inform the Forum of the initiatives/projects available to young people during the school holidays. Opportunities included:

    Fishing – Bowling – Laser Quest – Horse Riding – Photography – Mountain Biking – Visiting / experiencing new places (Healey Dell – Scout Moor).

    The Chair and Forum thanked the young people for their informative presentation.

    Kirkholt Million
    Barbara Harrison informed the Forum that £1million was available to improve the area over the next ten years.

    Consultation in the area has identified the priorities for the first year of the plan. These priorities are:


    1.      A skate park in which the design and funding is in place.

    2.      A community grants scheme
