New Health Centre

    Minutes:

    Phil Burton, Engagement Lead for the NHS - Heywood, Middleton and Rochdale Clinical Commissioning Group, attended the meeting to give an update on the new health centre.  The plans have already been supported at a pre-application hearing and it is hoped the instruction to proceed will follow in June.  Work could start on site in July, which will take 12 months to finish, giving the centre operational status by August 2019.  The consultative comments received were very supportive and positive and more consultative sessions will be held.  The meeting was asked if there was anything to recommend regarding services offered.  Podiatry and child health clinics were the response.

Locality Plan

    Minutes:

    Phil Burton, Engagement Lead for the NHS - Heywood, Middleton and Rochdale Clinical Commissioning Group, gave an update on the Locality Plan.  NHS England have allocated monies for improvements to services.  Each of the ten Local Authorities submitted bids and Rochdale secured £26.2 million.  Every £1 spent must reduce the overall spend by £3 in order to make services better.  There are nine key themes that the Locality Plan will address including prevention better than cure, easy access to services, assisting people to access the internet, integrated neighbourhood teams, to name a few.  In the four community hubs, community connectors will work to support access to correct healthcare services.  GPs will be better 'incentivised' to remain working within Rochdale, and more training will be provided locally.  Hospital discharges will be better planned, giving patients more consideration for care afterwards with rehabilitation.

Councillor Update

    ·           The new centre on The Strand is coming along welland it will be a great addition – the soft furnishings look lovely.  A ‘topping-out’ ceremony was attended along with MP Tony Lloyd, involving a climb to the top of its roof.

    ·           Attended the Joint Health Scrutiny Panel along with Sir David Dalton, CEO of Salford Royal, to look at the health services within Greater Manchester and any improvements needed to enable better access.

    ·           As the Vice Chair of St Cuthbert’s School, Councillor Nickson advised a new Head has been appointed and issues regarding the building are being addressed due to the collapse of Carillion who financed and built the school building.

    ·           Balderstone Skate Park alterations are still being considered and consulted on.  Quote received from the Council’s Environmental Management Department for changes to the platform/ramps, etc.

    Councillor Farnell

    ·           Balderstone Skate Park has had a new path installed to allow better access to the facility.  This initiative was funded by the local Ward Councillors’ Township Funds and it was in response to requests from park users.

    ·           Rhodes Crescent has been repaired after complaints of the surface collapsing in places.  A full resurfacing treatment will be carried out later this year, along with repairs on Hill Top Drive.

    ·           The Council intend to spend £12 million across the borough on road resurfacing and footpath repairs in the future.

    ·           The new community hub on The Strand, along with shops and flats will be completed in 2-3 months.

    ·           The overspill pond near Craiglands has just had works completed in order to raise its banking due to previous problems regarding its overflow pipe.

    ·           The planning application process for Balderstone Park’s proposed pitches, changing rooms and community room is taking time due to queries raised by Sport England, but it will be a great facility.  Appeal out for any local football teams who are in need of facilities or a ground who could use the facility.

    ·           Balderstone Library has a new librarian as Justine has relocated to another site in the Borough.

    ·           A recent complaint regarding anti-social behaviour issues at Stoney Vale flats and around the canal has been escalated to GMP.

    ·           Works have started on the conversion of Springhill Resource Centre to convert it to a dementia centre.

    ·           New development is still being progressed on Hill Top Drive and former Dean Farm.

    ·           Recent planning application for a hot food takeaway on the corner of Queen Victoria Street has recently been rejected.

    ·           Balderstone Conservative Club has recently closed its doors.

     

    Weekly surgeries are held at Balderstone Library on Saturdays at 10am and Kirkholt Drop-In Centre on Tuesdays at 2pm

6.

Presentations/Updates

    Minutes:

    Kirkholt Million
    L Mills, Chair of Kirkholt Millions, updated the meeting that after the closure of CVS, the monies were now being transferred/handled by the Big Life Group.  The ice rink event held at Christmas was a huge success.

    The minutes of the previous meeting were approved as a true record.

    Hill Top Drive overhanging branches
    Overhanging branches matter has been escalated to Rochdale Boroughwide Housing and the Council’s tree officer is awaiting a decision on whether any remedial works are necessary.

    A thank you letter was sent on behalf of the meeting, residents and Councillors before her recent departure from post at St Thomas’ Church.

Open Forum

    Minutes:

    Sandbrook Primary School
    Head teacher of Sandbrook Primary School attended along with the Assistant Head to thank the Kirkholt Millions for their grants for the school’s breakfast club, which subsidised food for 180 families along with monies to fund another event for children and their fathers.  On the week commencing 21 May 2018, classes will decide a community project to work on for the week which is also a learning opportunity for the children.  Three assemblies, including coffee mornings, have recently taken place to address mental health awareness in children.  Adult Care presented it and 40 adults attended.  Children are now accessing Q Gardens and helping to develop a forest area within the school.  The school hall is also available to the community to hold events for a small charge – email enquiries to office@sandbrook.rochdale.sch.uk
