Erection of 40 supported living apartments with ancillary café (one 3 storey block of 28 apartments and two 2 storey blocks of six apartments) on land adjacent to the Ladybarn, Harbour Lane, Milnrow pdf icon PDF 375 KB

    Minutes:

    The Director of Economy introduce planning application 17/00891/FUL for the erection of 40 supported living apartments with ancillary café (one 3 storey block of 28 apartments and two 2 storey blocks of six apartments) on land adjacent to the Ladybarn, Harbour Lane, Milnrow.

     

    The Planning Officer advised of a number of amendments to the submitted report following publication of the agenda, the scale of the development had been reduced. The application to be considered was detailed as the erection of 37 supported living apartments with ancillary café (one 3 storey block of 28 apartments, one 2 storey block of 6 apartments and one single storey block of 3 apartments). The amendments submitted comprised of the following:

    ·       Block A (the northern block) has been repositioned further south. This increases the distance from the northern boundary to 10.5m and reduces the distance to the southern boundary to approximately 1.0m

    ·       Blocks B and C have been slightly re-orientated so that the ridge line would run almost E-W. They have also been shifted approximately 2.0m to the east.

    ·       The number of parking spaces adjacent to Block A has been reduced by 2.

    ·       The parking spaces adjacent to Blocks B and C have been reorganised and increased by 2.

    ·       Block B has been reduced to single storey and three units have been lost from this block.

     

    Further consultation responses had been received since publication of the submitted report, the total number of objections received was 294.   

     

    The Committee were advised that the Planning Officer recommended that the Committee resolve to support the application but delegate approval with determination of conditions to the Head of Planning subject to ongoing consultation responses; on grounds that re-consultation of the amended application was still to be completed.  

     

    The Committee considered the views of Mr N. Cunliffe of Brahmhall Close who addressed the Committee on behalf of local residents objecting to the application.

     

    The Committee considered the views of Mr L. Greenwood, the agent for the applicant who addressed the Committee in relation to the application.

     

    The Committee considered the views of Councillor Kelly who addressed the Committee objecting to the application.

     

    The Committee considered the views of Councillor Sheerin who addressed the Committee in support of the application.

     

    Decision:

    That the application be deferred to a future meeting of the Committee.

     

    Reason for decision:

    To allow the applicant to consider amendments to the application to reduce the scale of the building and increase the offset distances to the boundaries.

Reserved matters application (appearance, landscaping, layout and scale) for the erection of 90 dwellings pursuant to outline permission 16/00725/OUT on land to the west of Hollin Lane, Middleton pdf icon PDF 366 KB

    Minutes:

    The Director of Economy introduced submitted Planning Application 17/00153/FUL, a reserved matters application (appearance, landscaping, layout and scale) for the erection of 90 dwellings pursuant to outline permission 16/00725/OUT.

     

    The Committee considered the views of Mr S. Harris, the agent for the applicant who addressed the Committee in relation to the application.

     

    Decision:

    That planning permission be approved subject to conditions as detailed within the submitted report and confirmation of a Section 106 agreement to secure a financial contribution of £29,196 for provision of off-site biodiversity mitigation at the former Alderman Kay Playing Fields.

     

    Reason for decision:

    The details of the appearance, landscaping, layout and scale of the site and dwellings would provide for a development that would be in keeping with the character and appearance of the surrounding area.

    Minutes:

    The Director of Economy introduced planning application 16/01279/FUL a residential development of 22 dwellings and associated parking, landscaping and access off Marland Fold at the former High Birch School, Bolton Road, Rochdale.

     

    The Committee considered the views of Mrs Foley and Mrs Latham, local residents who addressed the Committee in relation to the application.

     

    The Committee considered the views of Mr M. Percy, the agent for the applicant who addressed the Committee in relation to the application.

     

    The Committee considered the views of Councillor Howard who addressed the Committee in relation to the application.

     

    Decision:

    That planning permission be approved subject to the conditions listed in the submitted report with the insertion of an additional condition for tree management across the site and a total financial contribution of £92,280.95 (incl. 4% admin charge) secured by way of Section 106 Agreement and comprised of £92,280.95 towards open space and sports provision at Springfield Park.

     

    Reason for decision:

    The proposed development would make satisfactory use of the previously developed aspect of the site and the loss of the area of protected recreational open space is considered acceptable on the grounds that the site has limited recreational value.

    Minutes:

    The Director of Economy introduced a report seeking approval of a proposed Lawful Development Certificate, for the erection of a flat roofed detached garage at 31 Woodlands Road, Milnrow (17/01389/CPL).

     

    Decision:

    That the certificate of lawfulness for the erection of a flat roofed detached garage at 31 Woodlands Road, Milnrow; be approved.

     

    Reason for decision:

    The proposed garage would constitute permitted development as it would be in full compliance with the requirements of Schedule 2, Part 1, Class E of the General Permitted Development Order.
