    Minutes:

    The Committee were advised that the application for reserved matters for layout, scale, appearance and landscaping for the construction of 53 dwellings, together with associated open space, landscaping and highway infrastructure pursuant to outline planning permission 15/00830/OUT on land at New Road, Littleborough; had been withdrawn from consideration.

    Minutes:

    Councillor Peter Rush declared interests in the following applications and left the room during consideration of those items:

    ·       Erection of  a cross sculpture (7m high in total) including formation of landscaped area with associated stone wall boundary treatment and the creation of an additional pathway from the existing public footpath - Resubmission of 17/00729/FUL on land at Roughlee Farm, Edenfield Road, OL12 7TY.

    Minutes:

    The Senior Planning Officer introduced planning application 18/00354/FUL for the demolition of existing buildings and erection of 15 bungalows and carer's accommodation (Class C2), community building, farm building, open space and car parking with access from Hollin Lane at Dingle Farm, Hollin Lane, Middleton.

     

    The Senior Planning Officer advised the Committee of the withdrawal of one letter of support and the receipt of two additional letters in support of the application.

     

    The Senior Planning Officer advised of required amendments to the conditions as set out within the submitted report.  Specifically, the applicant had requested additional flexibility in timings to allow a start on site as quickly as possible, given the pressing need for the development. Accordingly, it is recommended that condition 9 is revised as follows:

    No development, except works of demolition to the existing buildings, shall take place until finished floor levels for the proposed buildings relative to agreed off-site datum point(s) have been submitted to and approved in writing by the Local Planning Authority. The development shall be undertaken in accordance with the approved details.

     

    Reason: In the interests of amenity and in compliance with Policies P3 and DM1 of the adopted Rochdale Core Strategy and the National Planning Policy Framework

     

    Reason for pre-commencement condition: An understanding of proposed levels in relation to existing levels is required prior to commencement of any relevant engineering operations on site.

     

    Furthermore, condition 10 required the submission of an Arboricultural Method Statement prior to commencement of development, to be substantially in accordance with the content of the submitted tree survey and Arboricultural Impact Assessment (AIA). In the interests of completeness, a revised AIA has been submitted to reflect previous minor changes to the layout of the site at the western end (around Block A – Community Hub). There is no substantive change to the arboricultural impacts, the resultant analysis within the report or the recommendation. The condition as recommended was therefore revised to reference the most recent Arboricultural Impact Assessment, as follows:

    No development or works of site preparation shall take place until such time as an Arboricultural Method Statement (substantially in accordance with the submitted Tree Survey, ref. 2890/101 and Arboricultural Impact Assessment, ref. 2890/103 rev. A and 2890/104 rev. A), including but not limited to detail on which trees are to be removed, which trees are to be retained, any other tree work to facilitate development including pruning, temporary protective barriers, temporary ground protection, site supervision, location of services and, if required, specialist construction techniques in accordance with BS 5837:2012 (Trees in Relation to Design, Demolition and Construction) has been submitted to and approved in writing by the Local Planning Authority.     Minutes:

    The Development Manager introduced planning application 18/00368/FUL for the erection of a cross sculpture (7m high in total) including formation of landscaped area with associated stone wall boundary treatment and the creation of an additional pathway from the existing public footpath - Resubmission of 17/00729/FUL, on land at Rough Lee Farm, Edenfield Road, Rochdale.

     

    The Committee considered the views of Ward Councillor Gartside who addressed the Committee in support of the application.

     

    Resolved: That planning permission be refused.

     

    Reason for resolution: On grounds that the application represents inappropriate development within the Green Belt. It was considered that the applicant had not advanced very special circumstances to outweigh the harm that would arise.

    Minutes:

    The Assistant Development Manager introduced planning application 17/01468/FUL a change of use of land from recreational open space to extension of existing vehicle sales display area including boundary treatment and landscaping works on land at Redbank Motors, Oakenrod Service Station, Bury Road, Rochdale.

     

    The Committee consider the views of Mr M. Percy, the agent for the applicant, who address the Committee in relation to the application.

     

    The Committee consider the views of Councillor Sullivan who addressed the Committee in support of the application.

     

    Resolved: That planning permission be approved subject to conditions as detailed within the submitted report.

    The Assistant Development Manager introduced planning application 18/00141/HOUS a retrospective application for the erection of 1.8m high fencing and gates to front of property at 10 Mercers Road, Heywood.

     

    The Committee considered the views of the applicant Mr A. Rush, who addressed the Committee in relation to the application.

     

    The Committee considered the views of Ward Councillor Robinson who addressed the Committee in support of the application.

     

    Resolved: That the application be deferred to a future meeting of the Committee.

     

    Reason for resolution: To enable the applicant to amend the application to reflect the actual height of the fence.
