Proposal: Erection of detached dwelling.
The Development Manager introduced submitted planning application 17/00978/FUL for the erection of a detached dwelling at Stable Hills, Chadwick Hall Road, Rochdale, OL11 4DJ.
The Development Manager informed the Committee that the proposed property would comprise of five bedrooms. Four of these would be located on the ground floor with one on the lower ground floor. Also, that an additional representation had been received from a resident unable to attend the meeting.
It was also being recommended that Condition 11 be updated as follows:-
Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) (England) Order 2015 Schedule 2 Part 1 (or any equivalent Order following the amendment, re-enactment or revocation thereof) the dwelling hereby approved shall: not be altered or extended; no microwave antenna shall be affixed to the dwellings; no installation, replacement or alterations to chimneys, flues or soil and vent pipes shall be carried out; no hard surfaces shall be laid or replaced; and no buildings, structure, gates, fences or walls shall be erected under Schedule 2, Part 1, Classes A, B, C, D, E, F or G or Schedule 2, Part 2, Class A of the above Order except with the prior written approval of the Local Planning Authority.
Reason: In the interests of visual amenity and to protect the setting of the adjacent Grade II listed building in accordance with policies P1, P2 and P3 of the adopted Rochdale Core Strategy and the National Planning Policy Framework.
The Committee received a representation from Mr C Grieves, the applicant in support of the application.
That planning permission be granted subject to the conditions outlined in the submitted report and also subject to the amended condition 11 as detailed above.
Proposal: Change of use and conversion of vacant care home into 23 flats, including alterations to elevations and two new front dormers.
The Development Manager presented a report that detailed planning application 18/00654/FUL for the change of use and conversion of a vacant care home into 23 flats, including alterations to elevations and two new front dormers.
In presenting the report the Development Manager informed the Committee that an amended block plan with a revised parking layout had been received to address concerns raised in respect of parking proposed in the vicinity of the protected tree.
The number of spaces remains the unaltered. In accordance with advice provided by the Highway Officer, parking space No. 17 as shown on the superseded plan has been removed, and No’s 18-22 had been moved further away from the tree. Parking space No.1 was now a disabled space instead of space No.4, allowing for a fifth space to be created to the Chaseley Road side of the plot.
One additional letter of support for the proposed development had also been received.
In the light of the amendments received, an amended condition and additional condition were proposed as follows:
Condition 2 (the plans condition) be amended to refer to the new block plan. An additional condition was also recommended to ensure protection of the TPO tree during the course of development.
2. The development hereby permitted shall be carried out in accordance with the following approved plans and specifications:

Reason: For the avoidance of doubt and to ensure a satisfactory standard of
development in accordance with the policies contained within the adopted
Rochdale Core Strategy, the saved policies of the Rochdale Unitary
Development Plan and the National Planning Policy Framework.
10. No development or works of site preparation shall take place until the protected tree within the south western corner of the site has been enclosed with temporary protective fencing in accordance with BS:5837:2012 'Trees in relation to design, demolition and construction. Recommendations'. The fencing shall be retained throughout the period of construction and no activity prohibited by BS:5837:2012 shall take place within such protective fencing during the construction period. Reason: In order to protect the existing trees on the site in the interests of the Tree Preservation Order and visual amenity in accordance with Policies P3, G1, G6 and G7 of the adopted Rochdale Core Strategy and the National Planning Policy Framework.
The Committee received representations from Mr P Young objecting to the application and Mr Ashworth, on behalf of the applicant, in support of the application
That planning permission be granted subject to the conditions outlined in the submitted report and also subject to the amended condition and additional condition as detailed above.
The Development Manager submitted a report that detailed the outcome of planning appeals that had been submitted to the Planning Inspectorate in respect of:
a. 44 Gloucester Avenue, Heywood;
b. Land at Boarshaw Clough, Middleton;
c. Land at Collop Gate Farm, Manchester Road, Heywood;
d. Land at The Klondike, Chichester Street, Rochdale;
That the planning appeals which have recently been determined by the Planning Inspectorate be noted.
