That the Minutes of the meeting of the Planning and Licensing Committee, held 3rd September 2018 be approved and signed by the Chair as a correct record.

There were no declarations of interests.
Proposal: Erection of a two storey building
The Development Manager submitted a report that detailed planning application 18/00751/FUL for the proposed erection of a two storey building comprising 17 self-contained one bedroom specialised supported living apartments, with associated hard and soft landscaping and private car parking at land adjacent to the Cherwell Centre, Cherwell Avenue, Heywood.
The Development Manager provided an update on the application namely that two further letters of objection had been received, subsequent to the agenda for this meeting being published.
The Committee considered representations from Mr. B. Dodd objecting to the proposed planning application.
The Committee considered representations from representatives of the applicant, Ms. R. Law and Ms. S. Banks, who addressed the meeting in support of the application.
The Committee received representations from Councillor Dutton, a North Heywood Ward Councillor, who addressed the Committee objecting to the planning application.
The Committee received representation from Councillor Sheerin, Assistant Portfolio Holder for Adult Care Services, who addressed the Committee in support of the application.
That planning permission be granted subject to the conditions outlined within the submitted report and an additional condition relating to the introduction of a traffic management strategy in relation to this application site.
Proposal: Single storey rear extension, extensions to existing front and rear dormers
The Development Manager presented a report that detailed planning application 18/00977/HOUS for a single storey rear extension, extensions to existing front and rear dormers, changes to the front and side elevations and the re-positioning of the existing garage at 44 Kirkway, Middleton, Manchester.
In presenting the report the Development Manager referred to an amended plan that had been submitted in connection with this application to include an additional window in the front dormer face and to provide a detailed specification of the material for the rendered finish to the rear extension and to the front elevation.
That planning permission be granted subject to the conditions outlined in the submitted report and also subject to the following:
Condition 4 in the submitted report is to be removed.
Conditions 2 and 3 to be amended to reflect the revised plan references and materials control as follows:
Condition 2 - This permission relates to the following plans:- Location Plan, RC 05185336/1 Existing Layout and Section, RC 05185336/10 Proposed Layouts and Section and RC 05185336/11 Proposed Elevations, Site and Roof Plan.
Reason: For the avoidance of doubt and to ensure a satisfactory standard of development in accordance with the policies contained within the saved Rochdale Unitary Development Plan, the adopted Rochdale Core Strategy and the National Planning Policy Framework.
Condition 3 - The materials used in any exterior work with the exception of external render must be of a similar appearance to those used in the construction of the exterior of the existing building. The external render must be Kingspan K108 Render Cream in accordance with the details on Drawing No. RC 05185336/11.
Reason: In order to ensure a satisfactory appearance in the interests of visual amenity in accordance with policies P3 and DM1 of the adopted Rochdale Core Strategy and the National Planning Policy Framework.
