Outline application (including access only) for up to 303 dwellings and associated highway, landscaping, public open space and infrastructure provision on Land Off Don Street, Middleton

    Minutes:

    The Director for Economy & Environment Service introduced planning application 14/00357 an outline application (including access only) for up to 303 dwellings and associated highway, landscaping, public open space and infrastructure provision on land off Don Street, Middleton.

     

    The Planning Officer advised the Committee of changes to the recommendations as detailed on page 65 within the submitted report.  The Planning Officer advised that the provision of open space and/or off-site contributions would be to Bowlee off-site Sports Centre.

     

    The Committee considered the views of Mr T. Edwards, a local resident who addressed the Committee objecting to the application. 

     

    The Committee considered the views of Mr R. Barton, an agent for the applicant, who addressed the Committee in relation to the application.

     

    DECIDED – That (1) Committee is minded to grant planning permission subject to the conditions as detailed in the submitted report and subject to the completion of a planning obligation under section 106 of the Town and Country Planning Act to secure (subject to future assessment(s) of the scheme’s viability) the following:

    a)    The provision of open space on site and/or an off-site contribution towards a specific off-site recreational project at Bowlee School Sports Centre;

    b)   the provision of affordable housing on site and/or an off-site contribution in lieu of onsite provision;

    c)    a financial contribution towards the provision of new primary and secondary school places in the Middleton Township (£1,399,861.05, to be recalculated at appropriate phases of the development);

    d)   a financial contribution not exceeding £220,000 towards improvements at Mills Hill Railway station including: (i) the provision of two new platform shelters; (ii) additional platform seating; (iii) car park resurfacing and marking out; and (iv) a Transmission Voice Machine.

                 (2) the Head of Planning be authorised to issue the decision notice on completion of the of theplanning obligation to secure the above.

Alterations to and refurbishment of existing pub including demolition of the existing side and rear single storey extensions with erection of new part single storey and part two storey side extension and two storey rear extension to form new bar /restaurant at the Bird Ith Hand 239 Bury And Rochdale Old Road Heywood Rochdale

    Minutes:

    The Director for Economy and Environment Service introduced planning application 15/00158 for alterations to and the refurbishment of existing pub including demolition of the existing side and rear single storey extensions, erection of new part single storey and part two storey side extension and two storey rear extension to form new bar /restaurant at the Bird Ith Hand 239 Bury And Rochdale Old Road, Heywood, Rochdale.

     

    The Committee considered the views of the applicant Mr R. Nutter, who addressed the Committee in relation to the application.

     

    In response to Members questions the Planning Officer informed the Committee that consideration of disabled access was a matter for Building Regulations’.

     

    DECIDED – That planning permission be approved subject to the conditions as detailed within the submitted report.

Outline application (including access only) for the erection of 167 dwellings with associated car parking, landscaping/ open space, childrens play facilities,attenuation plans and extension of existing canal bridge (and associated engineering works) to provide access via Manchester Road at Trub Farm, Manchester Road, Castleton, Rochdale

    Minutes:

    The Director for Economy and Environmental Services introduced planning application 15/00312 outline application (including access only) for the erection of 167 dwellings with associated car parking, landscaping/ open space, children’s play facilities, attenuation plans and extension of existing canal bridge (and associated engineering works) to provide access via Manchester Road at Trub Farm, Manchester Road, Castleton, Rochdale.

     

    The Planning Officer advised the Committee of amendments to the recommendations as detailed from page 125 of the submitted report, namely that the financial contribution towards the provision of additional Primary and Secondary education facilities be named as Castleton Primary School and Matthew Moss School.

     

    The Committee considered the views of Mr R. Gee, an agent for the applicant, who addressed the Committee in relation to the application.

     

    DECIDED – That (1) the Committee is minded to grant planning permission subject to conditions as detailed within the submitted report and the completion of a planning obligation under Section 106 of the Town and Country Planning Act 1990, to secure

    a)    the future maintenance of on-site public open space;

    b)   a financial contribution towards the provisions of outdoor sports facilities, specifically a mini multi-use games area at Chesham Park, off Chesham Avenue;

    c)    an appropriate contribution to affordable housing;

    d)   a financial contribution towards implementing a scheme of maintenance and improvement works at the Castleton Railway Station;

    e)    a financial contribution towards implementing resurfacing works to the canal towpath along the east side of the Rochdale Canal;

    f)     a financial contribution towards the provision of additional primary and secondary education facilities at Castleton Primary School and Matthew Moss School;

                 (2) the Head of Planning be authorised to issue the decision notice on completion of the Section 106 Agreement.

    Minutes:

    The Director for Economy and Environment Service introduced planning application 15/00397 a full planning application for the construction of 42 residential units (Use Class C3), with parking, new pedestrian and vehicular access, highways works (from 942/944 Edenfield Road to where access road to former Rainshore Mill merges on Over Town Lane, and including access road up to former Mill site), weir and drainage infrastructure works, ground and landscape works, boundary treatments, public open space and servicing on the site of the former Rainshore Mill, Over Town Lane, Rochdale.

     

    In introducing the application the Planning Officer referred to the site visit undertaken by Members of the Committee earlier in the day.  The Planning Officer informed the Committee two additional letters of objection had been received in relation to the application.  The Committee were informed that the identification of invasive species of plants on the site would require an additional condition for containment.

     

    The Committee consider the views of two residents of Edenfield Road who addressed the Committee objecting to the application.

     

    The Committee considered the views of the agents for the application who addressed the Committee in relation to the application.

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.
