    Members must indicate at this stage any items on the agenda in which they must declare an interest.  Members must verbally give notice of their interest at the meeting and complete the form attached with this agenda.

    Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Erection of Dwellings at Land off Tarnside Close, Rochdale pdf icon PDF 653 KB

    Minutes:

    The Director of Economy reported on submitted planning application 14/01412/FUL for the erection of 50 residential dwellings with associated access, landscaping, substation and public open space at land off Tarnside Close, Rochdale.

     

    In presenting the application the Planning Officer referred to a site visit undertaken by Members of the Committee prior to the meeting.

     

    The Sub-Committee considered the views of Mr Paul Petzer who addressed Members on behalf of objectors to the application.

     

    The Sub-Committee considered the views of Mr Phil Robinson who addressed the Sub-Committee on behalf of the applicant.

     

    The Sub-Committee considered the views of Councillor Dearnley, a Wardle and West Littleborough Ward Member, who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That (1) the Committee is minded to grant planning permission subject to conditions as detailed within the submitted report with the following amendments:

    i)             Condition 5 (boundary treatments) to be amended to make specific reference to a requirement for the developer to erect a fence around the boundary with nos. 1-3 Greenfield House;

    ii)            Condition 18 (Construction Management Plan) to be amended to a) specifically restrict construction hours on the site to be between 9.30am and 5pm Monday to Friday and no weekend / Bank Holiday working and b) prevent delivery and other vehicles parking on residential streets or the access to the site prior to the site opening.

     

    Members also resolved that the following informatives should be included on the decision notice:-

               

    i)             A request that the occupants of 1-3 Greenfield House be connected to mains drainage when the sewer connects are installed and the developer to liaise with United Utilities on the occupant’s behalf;

    ii)            A request that the occupants of 1-3 Greenfield House be involved in the final location and design of the substation building. The developer agrees to enter into mediation with representatives of utility providers regarding the connection of properties to the main sewer/drainage  and electricity networks;

    (2) the application be subject to the completion of a planning obligation under Section 106 of the Town and Country Planning Act 1990, to secure:

    a)    the provision and maintenance of recreational open space in accordance with the Council’s open space policies, with local open space being provided  on-site and the contribution towards formal sports provision being provided off-site at for either sports pitches at Firgrove or for Wardle Football Club;

    b)    the provision of affordable housing, in accordance with the council’s affordable housing policy;

    (3) that the Council enter into an agreement under the provisions of Section 106 of the Town and Country Planning Act 1990 and other appropriate legislation with regard to the matters set out above;

    (4) the Head of Planning be authorised to issue the Decision Notice on completion of the Section 106 Agreement.

Outline Application for a Residential Development - Howarth Street, Littleborough

    Minutes:

    The Director of Economy reported on submitted planning application 15/00130/OUT for an outline application with all matters reserved for a residential development, including the demolition of the existing building, at the Phoenix Iron Works, Howarth Street, Littleborough.

     

    The Sub-Committee considered the views of Mr. G. Wood, the agent for the applicant, who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That (1) Committee is minded to grant planning permission subject to the conditions as detailed in the submitted report and subject to the completion of a planning obligation under section 106 of the Town and Country Planning Act to secure:

    a)    The provision and maintenance of recreational open space in accordance with the Council’s Open Space policies, with the local open contribution being used to provide new public information signs within Littleborough town centre and the contributions towards the formal sports provision being provided off-site, at Littleborough Sports Centre;

    b)    the provision of affordable housing on site and/or an off-site contribution in lieu of onsite provision;

                 (2) the Council enters into an agreement under Section 106 of the Town and Country Planning Act 1990 and other appropriate legislation with regard to the matters set out above;

    (3) the Head of Planning be authorised to issue the decision notice on completion of the of the planning obligation to secure the above.

    Minutes:

    The Director of Economy reported on submitted planning application 15/00581/FUL for the installation of one 36.6 metre high (to tip) Endurance E-4660 wind turbine at Bank Top Farm, Hollingworth Road, Littleborough.

     

    The Sub-Committee considered the views of Mr. J. Hargreaves who who addressed Members on behalf of objectors to the application.

     

    The Sub-Committee considered the views of Mrs. S. Davis, the applicant, who addressed the Sub-Committee in relation to the application.

     

    DECIDED – That planning permission be refused.
