Outline Planning Application for Site to the East Of Boothroyden Road, Middleton pdf icon PDF 352 KB


    The Director of Economy reported on submitted planning application 15/00471/OUT for an outline planning application (including access) for the demolition of existing buildings and the erection of up to 71 residential units including ancillary facilities and associated infrastructure on the site to the east of Boothroyden Road Middleton, Rochdale, M24 4RY.


    In presenting the application the Planning Officer referred to a site visit undertaken by Members of the Committee prior to the meeting.  The Committee was advised that the Schools Service had confirmed that the education contribution would be applied at Little Heaton CE Primary School and Middleton Technology School.


    The Sub-Committee considered the views of Mr Russell Adams, who addressed the Sub-Committee on behalf of the applicant.


    DECIDED – That (1) outline planning permission be granted subject to the conditions within the submitted report and;

    (2) an additional condition requiring replacement parking for existing residents affected by the waiting restrictions required by condition five.

    The Director of Economy advised of an error in the reporting and consequent resolution taken by the Licensing and Regulatory Committee held on 13th May 2015 in respect of planning application 14/01420/FUL to effect the closure of a highway crossing the application site using powers under the Town and Country Planning Act 1990.  The Committee was therefore requested to agree an amendment to its original decision in order that an application to the Secretary of State could correctly be made.


    DECIDED – that the error made in the reporting of planning application 14/01420/FUL and resolution of the Licensing and Regulatory Committee held on 13th May 2015 to authorise Officers to effect a closure of a highway crossing the site using the Council’s powers under Section 257 of the Town and Country Planning Act 1990 be noted;

                (2) the relevant officers be authorised to make the appropriate order for the closure of the Highway crossing the above application site using powers under either section 247 or section 257 of the Town and Country Planning Act 1990 whichever is considered to be the appropriate provision by the Head of Legal and Governance Reform.
