Erection of 7 detached dwellings on land off Starring Road, Littleborough

    Minutes:

    The Director of Economy introduced planning application 15/00996/FUL for the erection of 7 detached dwellings on land off Starring Road, Littleborough.

     

    The Committee were informed that since publication of the submitted report additional letters and a petition objecting to the application had been received. 

     

    The Director of Economy advised the Committee that issues raised in regard to Barkers Wood boundary with the highway had been referred to the District Valuer.  

     

    The Committee considered the views of residents of Elmore Wood and Leighton Avenue who addressed the Committee in relation to the application.

     

    The Committee considered the views of the applicant’s agent who addressed the Committee in relation to the application.

     

    Councillor Dearnley, as Ward Councillor, addressed the Committee in respect of the application.

     

    DECIDED – That consideration of the application be deferred to a future meeting of the Committee pending confirmation from the District Valuer as to the boundary line between Barkers Wood and Starring Lane.

Outline application (including access, appearance, layout and scale) for the erection of 7 dwellings including demolition of existing buildings on site at 174 Bury Old Road Heywood

    Minutes:

    The Director of Economy introduced planning application 15/01251/OUT an outline application (including access, appearance, layout and scale) for the erection of 7 dwellings including demolition of existing buildings on site at 174 Bury Old Road, Heywood.

     

    The Committee considered the views of local residents who addressed the Committee objecting to the application.

     

    The Committee considered the views of the applicant and agent who addressed the Committee in relation to the application.

     

    The Committee considered the views of Councillor Beswick who addressed the Committee as a Ward Councillor.

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.

Outline application with all matters reserved for a residential development including demolition of existing building at the Phoenix Iron Works, Howarth Street, Littleborough

    Minutes:

    The Director of Economy introduced planning application 15/00130/OUT an outline application with all matters reserved for a residential development including demolition of existing building at the Phoenix Iron Works, Howarth Street, Littleborough.

     

    The Committee were informed that the application had been approved at the meeting of the Committee held on 6th October 2015.  The applicant had requested that planning conditions be imposed which would still require the development to adhere to the Council’s recreational open space and affordable housing polices, in place of the agreed S106 planning obligation on the grounds that this would help develop interest in the site. The use of planning conditions would allow the decision notice to be issued.

     

    DECIDED – That the S106 provision of the decision of the Committee at the meeting held on 6th October 2016, be replaced with the conditions as detailed within the submitted report.

Residential development of 34 dwellings on land West Of Mills Hill Road, Middleton

    Minutes:

    The Director of Economy introduced planning application 15/00817/FUL for a residential development of 34 dwellings on land west of Mills Hill Road, Middleton. 

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.

Application to modify the terms of the planning obligations contained within the Section 106 Agreement pursuant to outline planning permission 12/55581/OUT on land west of Broad Lane, Rochdale

    Minutes:

    The Director of Economy introduced planning application 16/00080/S106, an application to modify the terms of the planning obligations contained within the Section 106 Agreement pursuant to outline planning permission 12/55581/OUT on land west of Broad Lane, Rochdale.

     

    DECIDED – That the proposed modification of the Section 106 agreement and the entering into of a replacement planning obligation for the site, under Section 106 of the Town and Country Planning Act, to secure a commuted sum payment of £480K, be approved to be used for upgrading:

    (i) The section of the Right of way (MiFp328) which extends from Broad Lane to the land in between no’s 15 and 17 Hurst Meadow;

    (ii) The open spaces and facilities within Balderstone Park;

    (iii) The open space which lies in between Rhodes Crescent and Mornington Road.

    Minutes:

    The Director of Economy introduced planning application 16/00373/HOUS (re-submission of planning application 16/00113/HOUS) for a loft conversion with front dormer extension at 11 Stonie Heyes Avenue, Rochdale.

     

    The Committee considered the views of the agent for the applicant who addressed the Committee in relation to the application.

     

    DECIDED – That planning permission be refused on grounds as detailed within the submitted report.
