Variation of Order of Business

    Minutes:

    In accordance with Council Procedure Rule 2.2 the Chair indicated that agenda items would be considered in the following order: (after the declaration of interests, and prior to all other business contained on the meeting’s agenda).

     

    1. Agenda item 8 – Outline planning application 15/00830/OUT (including access) for the erection of up to 110  dwellings with associated services, drainage, landscaping, access arrangements and car parking and including demolition of existing building on site on land off New Road, Littleborough.

     

    2. Agenda item 7 – Planning application 15/01261/FUL for the erection of four industrial units (Use Class B2) and external works including storage area, parking and additional fencing at the Klondike, Chichester Street, Rochdale.

     

    3. Agenda item 6 – Planning application 15/01319/FUL an application for the erection of five dwellings on land to the rear of  Kenyon Lane, Middleton.

     

    4.  Agenda item 5 – Planning application 16/01113/FUL for an extension to an existing warehouse and distribution centre (including four mezzanine floors) and ancillary office areas, together with additional car parking and servicing, alterations to existing car park, new access points, fencing and associated landscaping.     5. Agenda item 4 – Planning application 16/01209/FUL for the erection of one detached dwelling with associated car parking (Re-submission of 16/00564/FUL) on land Adjacent to 1120 Manchester Road, Castleton.

     

    6. Agenda item 9 – Planning application 16/01163/HOUS for the construction of raised decking platform to rear including the erection of 1m high surrounding timber ballustrade (Retrospective) at 18 Mansfield Road, Rochdale.

    Minutes:

    The Director of Economy introduced planning application 15/00830/OUT which was for an outline application (including access) for erection of up to 110  dwellings with associated services, drainage, landscaping, access arrangements and car parking and including demolition of existing building on site on land off New Road, Littleborough.

     

    In introducing the report, the Director of Economy referred to the site visit undertaken by Members of the Committee and provided an update in relation to a response from the applicant’s consultant.   Members were also advised that a further letter of objection had been received since the publication of the agenda and these issues had been addressed within the submitted report.

     

    The Committee considered the views of Mr T Perkins of New Road, Littleborough who addressed the Committee objecting to the application.

     

    The Committee considered the views of the applicants Mr D Kershaw and Mr G Lynch from Russell Homes who addressed the Committee in relation to the application.

     

    The Committee considered the views of Ward Councillor Dearnley who addressed the Committee on behalf of the objectors to the application.

     

    RESOLVED – That planning permission be approved subject to the conditions as detailed within the submitted report.

    The Director of Economy introduced planning application 15/0126/FUL which was for the erection of four industrial units (use Class B2) and external works including storage area, parking and additional fencing at The Klondike, Chichester Street, Rochdale.

     

    In introducing the report, the Director of Economy referred to the site visit undertaken by Members of the Committee.

     

    The Committee considered the views of Mrs. B. Smith who addressed the meeting on behalf of the objectors to the application.

     

    The applicant was not in attendance at the meeting.

     

    The Committee considered the views of Ward Councillor Daalat Ali who addressed the Committee on behalf of the objectors to the application.

     

    In accordance with Council Procedure Rules CP22.1 and CP22.2.the meeting was adjourned for 15 minutes.

     

    RESOLVED – that planning permission be refused due to insufficient information, despite requests by the Council, to allow the Committee to make an informed decision as to matters of contamination and risk on the site.

    The Committee considered the views of a resident of Kenyon Lane who addressed the Committee on behalf of the objectors to the application.

     

    The Committee considered the views of the applicant, Mr C Tate who addressed the Committee in relation to the application.

     

    RESOLVED – That planning permission be approved subject to the conditions as detailed within the submitted report.

    The Director of Economy introduced planning application 16/01113/FUL which was for an extension to existing warehouse and distribution centre (including four mezzanine floors) and ancillary office areas, together with additional car parking and servicing, alterations to existing car park, new access points, fencing and associated landscaping. New section of estate road to serve site JD Sports Fashion Plc, Michael Faraday Avenue, Rochdale.

     

    The Director of Economy provided the Committee with an update regarding a correction of the plan in conditions 11 and 12 and an amendment of proposed condition 16 in response to information from the Lead Flood Authority (as detailed in the update to submitted planning application).

     

    The Committee considered the views of a resident of Cook Road who addressed the Committee on behalf of the objectors to the application.

     

    The Committee considered the views of the applicant’s agent, Mr D Ward who addressed the Committee in relation to the application.

     

    RESOLVED – That planning permission be approved subject to the conditions as detailed within the submitted report.

    The Committee considered the views of Councillor Howard who addressed the Committee on behalf of the objectors to the application.
