    Minutes:

    The Director of Economy introduced planning application 15/00996/FUL which was for the erection of 7 detached dwellings at Land off Starring Road, Littleborough, Rochdale.

     

    In introducing the report the Director of Economy referred to the site visit undertaken by Members of the Committee.  Members were provided with an update and further clarification regarding:  the proposal, entrance into the site, the stone walls and responses to a further 6 letters of objection that had been received since the publication of the agenda (as detailed with the submitted update report).

     

    The Committee considered the views of Mr Knight on behalf of the objectors who addressed the Committee objecting to the application.

     

    The Committee considered the views of the applicant’s representative, Mr Skelton who addressed the Committee in relation to the application.

     

    The Committee considered the views of Councillor Dearnley who addressed the Committee on behalf of the objectors to the application.

     

    RESOLVED – That planning permission be approved subject to the conditions as detailed within the submitted report. 

     

    In accordance with Council Procedure rules - Councillor Sheerin requested that his abstention from voting be recorded.

    Minutes:

    The Director of Economy introduced planning application 16/01281/FUL which was for the demolition of existing industrial buildings and the erection of 110 new dwellings, associated parking, landscaping and access off Baytree Lane on land at Baytree Lane, Middleton.

     

    In introducing the report, the Director of Economy referred to the site visit undertaken by Members of the Committee.   Members were also advised that a further letter of objection had been received since the publication of the agenda (as detailed with the submitted update report) and these issues had been addressed within the submitted report.

     

    There were no objectors present at the Committee.

     

    The Committee considered the views of the applicant’s representative, Mr J Cole who addressed the Committee in relation to the application.

     

    RESOLVED – That planning permission be approved subject to the conditions as detailed within the submitted report.

    The Committee considered a report of the Director of Resources seeking approval of the statutory council tax base calculation for 2017/18, calculated in accordance with The Local Authorities (Calculation of Council Tax Base) (England) Regulations 2012.  The Committee were also requested to approve the precept payment dates for 2017/18.

     

    The purpose of the report was to fulfil the Council’s requirements under Section 33 of the Local Government Finance Act 1992 (as amended); to request that the council tax base expressed as “band D equivalent properties”, be approved at £53,025 for 2017/18 (£52,144 2016/17); and, to seek approval of the proposed precepts payment schedule as detailed in paragraph 3.19 of the submitted report.

     

    Alternatives considered: the Council has a statutory requirement to calculate and approve a Council Tax Base each financial year.

     

    RESOLVED – That (1) for the purposes of section 33 of the local Government Finance Act 1992 (as amended), the council tax base expressed as “band D equivalent properties”, be approved at £53,025 for 2017/18;

    (2) the proposed precepts payment schedule detailed in paragraph 3.19 of the submitted report be approved.

Setting of the Business Rates Base 2017/18 pdf icon PDF 170 KB

    Minutes:

    The Director of Resources introduced a report seeking approval for the setting of the business rates baseline for 2017/18 in accordance with the Local Government Finance Act 1988 and the Non-Domestic Rating Regulations 2013.  Members were requested to approve the precept payment dates for 2017/18. Members were requested to approve the draft business rate baseline figure of £56.476m for 2017/18 subject to any changes which may result from the issue of the Department for Communities & Local Government (DCLG) guidance on completion of the 2017/18 business baseline, due in January 2017; and to approve that the Director of Resources, in consultation with the Portfolio Holder, be authorised to conclude and agree the final business baseline return (NNDR1) due on the 31st January 2017 should the final information yet to be received from DCLG change the baseline for 2017/18.  The Committee were also requested to approve the precepts payment schedule detailed in paragraph 3.15 of the submitted report.

     

    In January of each year the Authority is required to set an estimated business rates income yield for the following year which is to be used to inform Central Government and Greater Manchester Fire and Rescue.

     

    No alternatives were considered as the Council has a statutory requirement to estimate and set a Business Rates Baseline each financial year.

     

    RESOLVED – That (1) the business rates baseline for 2017/18 be approved as detailed within the submitted report;

    (2)  the Director of Resources, in consultation with the Cabinet Member for Finance, be authorised to conclude and agree the final business baseline return (NNDR1) due on the 31st January 2017, should the final information yet to be received from DCLG change the baseline for 2017/18;

     

    (3) the precepts payment schedule as detailed in paragraph 3.15 of the submitted report, be approved.
