Withdrawal of item

    Minutes:

    The Chair advised that the following planning application had been withdrawn from the agenda, namely 16/00432/FUL for the change of use of part of the ground floor to create a Day Centre (D1) and part of the basement to create an office associated with the Day Centre.  HMO use will remain for part of the Ground Floor, all First Floor and all of the Second Floor at the Molesworth Hotel, 80 Molesworth Street, Rochdale.

    Members are reminded that, in accordance with the Localism Act 2011 and the Council's adopted Code of Conduct, they must declare the nature of any discloseable pecuniary interest; personal interest and/or prejudicial interest required of them and, in the case of any discloseable pecuniary interest or prejudicial interest, withdraw from the meeting during consideration of the item, unless permitted otherwise within the Code of Conduct.

Erection of 50 dwellings and associated works at the former Alderman Kay School, Tintern Road, Middleton

    Minutes:

    The Director of Economy introduced planning application 16/00129 for the erection of 50 dwellings and associated works at the former Alderman Kay School, Tintern Road, Middleton.

     

    The Director of Economy advised that Members had visited the site earlier in the day.

     

    The Director of Economy informed the Committee of an amendment to the recommendation provided within the submitted report.  Further to the request of the Middleton Township Sub-Committee at the meeting held on 6th July 2016, that further details relating to the possibility of developer contributions for school places be provided to the Planning & Licensing Committee, the Director of Economy advised the applicant’s submitted Viability Appraisal had been assessed by the Council’s surveyor who had requested additional information which the applicant was preparing. Therefore, it was recommended that the Committee resolve that it was minded to grant planning permission with the release of the decision notice delegated to the Chief Planning Officer on receipt and agreement of the revised information.  If the development was considered to be viable to an extent that S106 contributions would be required then the application would be re-presented to a future meeting of the Planning and Licensing Committee.

     

    The Committee were informed that a number of conditions had been amended and a revised version was distributed prior to the meeting.

     

    The Committee considered the views of the agent for the applicant who addressed the Committee in relation to the application.

     

    DECIDED – That (1) the Committee were minded to approve the application and that the decision be deferred and delegated to the Chief Planning Officer subject to completion of an assessment by the Council’s Surveyor of the applicant’s submitted Viability Appraisal;

    (2) should the development be considered to be viable to an extent that S106 contributions would be required then the application be submitted to a future meeting of the Committee.

Demolition of existing garage and replace with 2 bedroom bungalow at 194 Heywood Old Road, Middleton

    Minutes:

    The Director of Economy introduced planning application 16/00331 for the demolition of existing garage and replace with 2 bedroom bungalow at 194 Heywood Old Road, Middleton.

     

    The Director of Economy advised that Members had visited the site earlier in the day.

     

    The Committee considered the views of the applicant Mrs Barber, who addressed the Committee in relation to the application.

     

    DECIDED – That planning permission be approved subject to conditions as detailed within the submitted report.
