    To consider the minutes of the meeting of the Integrated Commissioning Board meeting held on 30 June 2020

    Minutes:

    Further to the minutes of the meeting of the Integrated Commissioning Board held on 26th May 2020, a Member of the Board sought to highlight that in relation to minute 10 that the recommendation was not sought to be amended but that Covid-19 would have a likely impact on the Pooled Fund and plans previously approved by the Integrated Commissioning Board.

     

    RESOLVED

    That the minutes of the meeting of the Integrated Commissioning Board held on 30 June 2020 be approved as a correct record.

    Members are required to declare any disclosable pecuniary, personal or personal and prejudicial interests they may have and the nature of those interests relating to items on this agenda and/or indicate if S106 of the Local Government Finance Act 1992 applies to them.   

    Minutes:

    There were no declarations of interest relating to items on the agenda.  Councillor Heakin and Dr Duffy declared personal interests in items not impacting on items contained within.

Health and Social Care Better Care Fund Budget Monitoring Report – Quarter 1 2020/21 pdf icon PDF 588 KB

    Minutes:

    Consideration was given to a report of the Chief Finance Officer – Health and Social Care Integration which provided the Board with an update report on quarter 1 budget monitoring for the Better Care Fund for the financial year 2020/21. 

     

    Members were informed that there were contingencies being held for budgets not yet allocated in 2020/21 of £68k and a forecast underspend against the equipment store budget of £74k giving a total forecast revenue underspend of £142k.

     

    Alternatives considered

    It is a requirement of the Local Authority and National Health Service England to monitor budgets. This report updates the monitoring against the 2020/21 budget which is a requirement of the Section 75 agreement. Therefore no alternatives were considered.

     

    Resolved

    That the report be noted.

     

    Reason for resolution

    To comply with budget monitoring requirements.

Update on the Integrated Health & Social Care Pooled Fund Section 75 Agreement pdf icon PDF 152 KB

    Minutes:

    Consideration was given to a report of the Chief Finance Officer – Health & Social Care Integration which sought approval of the Integrated Health & Social Care Pooled Fund Section 75 Agreement for 2020/21.

     

    Members were advised that the Section 75 agreement has been updated to reflect:-

    ·         The 2020/21 partner contributions to the Health and Social Care Pooled Fund and Better Care Fund and details on how the Better Care Fund is intended to be spent.

    ·         The updated risk share agreement for 2020/21.

    ·         Revised Integrated Commissioning Board Terms of Reference.

     

    Alternatives considered

    Consideration was given to the option of having two Section 75 Agreements, one for each Pool. As the only differences between the pools simply relate to the risk share agreements and the levels of contributions made by the Partners, it was considered to be more effective to have a single Section 75 with different Schedules reflecting the varying risk share arrangements / contributions made by Partners.

     

    Resolved

    That progress on the Integrated Health & Social Care Pooled Fund Section 75 Agreement for 2020/21, be noted

     

    Reason for resolution

    The Board had delegated preparation of the agreement to the Pooled Fund Manager / Chief Finance Officer for Health & Social Care Integration.

Exclusion of Press and Public

    To consider that the press and public be excluded from the remaining part of the meeting pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that discussions may involve the likely disclosure of exempt information as defined in the provisions of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

    Resolved:

    That the Press and Public be excluded from the meeting during consideration of the following thee items of business, in accordance with the provisions of Section 100A (4) of the Local Government Act 1972, as amended.

     

    Reason for the decision:  Should the press and public remain during the debate on these three items there may be a disclosure of information that is deemed to be exempt under Parts 1 and 4 of Schedule 12A of the Local Government Act 1972.

Integrated Commissioning Board Savings Update

    To consider the attached report from the Director of Integrated Systems Development

    Minutes:

    Consideration was given to a report of the Director of Integrated Systems Development on the position of the savings programme. 

     

    Members were informed in June 2020 the risk adjusted savings programme for 2020/21 was reviewed again to take in account the revised financial arrangements while NHS England were in Command and Control. These consist of:

    ·         Suspension of contracting round.

    ·         Maintaining cash flow for COVID-related providers whilst dealing with COVID-19.

    ·         Suspension of Payment by Results, challenges and reporting for NHS Trusts.

    ·         Suspension of savings targets: Recognition that neither providers nor commissioners will be able to deliver savings during the crisis.

     

    Further guidance was expected from NHS England regarding the remainder of this financial year.
