    That the minutes of the meeting of the Property Growth Fund Sub-Committee held 16th January 2019 be approved and signed as a correct record.

Exclusion of Press and Public

    To consider that the press and public be excluded from the remaining part of the meeting pursuant to Section 100(A)4 of the Local Government Act 1972 on the grounds that discussions may involve the likely disclosure of exempt information as defined in the provisions of Part 1 of Schedule 12A to the Local Government Act 1972 and public interest would not be served in publishing the information.

    Resolved:

    That the Press and Public be excluded from the meeting during consideration of the following two items of business, in accordance with the provisions of Section 100A (4) of the Local Government Act 1972, as amended.

     

    Reason for Decision:

    Should the press and public remain during debate on the items there may be a disclosure of information that is deemed to be exempt under Parts 1 and 4 of Schedule 12A of the Local Government Act 1972.

Disposal of Land at Former Kirkholt Working Men's Club

Minutes:

The Sub-Committee considered a report of the Director of Neighbourhoods that report sought approval for disposal of Council land at the former Kirkholt Working Men’s Club, Kirkholt, to Rochdale Boroughwide Housing (RBH) at nil value. A plan detailing the location of the property was appended to the Sub-Committee’s report.

 

Alternatives considered:

Various alternative options were outlined in the Director of Economy’s report.

 

Resolved:

1.               The Sub-Committee notes and acknowledges the wider benefits and improvements that the redevelopment of this site, as set out in the submitted report, will provide which therefore justify the disposal at nil value;

2.               The Sub-Committee agrees to dispose of the site detailed in the report to Rochdale Boroughwide Housing for nil value in order to enable development of the site by Rochdale Boroughwide Housing for affordable housing;

3.                The Sub-Committee agrees to delegate the approval of the final heads of term for the disposal of land at the former Kirkholt Working Men’s Club to the Director of Neighbourhoods and the Director of Resources once agreement has been reached between Rochdale Borough Council and Rochdale Boroughwide Housing.
