Reason for resolution

Should the press and public remain during the debate on these three items there may be a disclosure of information that is deemed to be exempt under Parts 1 and 4 of Schedule 12A of the Local Government Act 1972.


25/08/2020 - GM Clean Air Plan - Statutory Public Consultation ref: 1828    Recommendations Approved

The report considers the formal governance mechanisms that will underpin the delivery of a GM Clean Air Zone (CAZ) and the supporting measures.
It sets out a position for consultation, and the proposals for the supporting funds.
The report seeks agreement to consult and endorsement of the policy for consultation.

Consideration was given to a report of the Director of Neighbourhoods setting out progress that has been made on the development of Greater Manchester’s Clean Air Plan following the decision that the Greater Manchester Local Authorities will move to a statutory public consultation on the Greater Manchester Clean Air Plan as soon as reasonably practicable in light of COVID-19 restrictions, and the link to taxi and private hire common minimum licensing standards.  Consideration was also given to the formal governance mechanisms that will underpin the delivery of a Greater Manchester Clean Air Zone and the supporting measures.

To not agree to the proposals.

 

RESOLUTION

1.    That the progress of the Greater Manchester Clean Air Plan be noted;

2.    That TfGM have confirmation that the funding award for Bus Retrofit should be distributed as soon as possible as per arrangements put in place for the Clean Bus Technology Funds, be noted;

3.    That the update on the possible impacts of COVID-19 on the GM Clean Air Plan be noted;

4.    That approval be given that Rochdale BC along with the other nine GM local Authorities hold an 8-week public consultation on the GM Clean Air Plan commencing in October 2020;

5.    That the GM local Authorities intend to consult on GM’s proposed Minimum Licensing Standards, alongside the Clean Air Plan consultation, be noted;

6.    That approval be given that TfGM act as the Operating Body for the GM CAZ and supporting measures as set out at paragraph 7.5 of the submitted report;

7.    That approval be given that Rochdale BC along with the other nine GM Authorities individually be a ‘charging authority’ for the purposes of the CAZ, pursuant to the Transport Act 2000;

8.    That Cabinet endorse the GM Clean Air Plan Policy for Consultation at Appendix 3;

9.    That the Equalities Impact Assessment on the Clean Air Plan, as set out at Appendix 5 be noted;

10. That further reports will be brought forward to set out the formal governance mechanisms that will underpin the delivery of a GM Clean Air Zone (CAZ) and the supporting measures, including the full scope of the suite of powers that will be needed to be delegated to the Operating Body, be noted;

11. That approval be given to a delegation to Director of Neighbourhoods in conjunction with the Cabinet Member of Health and Wellbeing to approve the submission of the cases for measures to the Government's Joint Air Quality Unit to support the GM Clean Air Plan;

12. That approval be given to a delegation to Director of Neighbourhoods in conjunction with the Cabinet Member of Health and Wellbeing to approve the GM Clean Air Plan consultation materials, to include the Equalities Impact Assessment on the consultation; and

13. That response to DfT’s Decarbonising Transport – setting the challenge, as set out at Appendix 1, has been submitted to Government, be noted.

 

Reason for resolution

Progress continues to be made towards developing a Charging Clean Air Zone in Greater Manchester and the next major milestone is the undertaking of a statutory consultation (as soon as reasonably practicable) - these are key Government requirements.
